📘 Scope of Work
The selected agency will implement a broad set of IEC activities, including:
- Door-to-door awareness campaigns
- Organizing Flash mobs, Plog runs, Mass rallies, Cleanliness drives
- Community outreach and citizen feedback collection
- Swachhata Karmchari (worker) recognition programs
- Development of a dashboard/portal for monitoring activities
- Social media content creation and follower building
- Organization of zero-waste events and competitions
- Training municipal staff and promoting 5Rs (Refuse, Reduce, Reuse, Recycle, Recover)
Full activity list with detailed KPIs is in Annexure H (e.g., daily social media posts, ward-level surveys, etc.)
✅ Pre-Qualification Criteria / Eligibility Criteria
- Experience:
- Must have experience in conducting Swachh Bharat-related public awareness work in at least 1 Municipal Corporation and 4 Municipal Councils.
- At least 2 completed IEC projects in cities with a population over 50,0 00.
- Registrations & Certifications:
- Certificate of Incorporation / Partnership deed
- GST, ISO (9001:2015 / 27001:2022), ESIC, EPF, ROC, Professional Tax
- Empanelment with any state government for software or IT/ITES services
- Financials:
- Minimum average annual turnover of ₹1 crore over last 3 years (2021–22, 2022–23, 2023–24)
- Positive net worth for all 3 years
- Technical Presentation:
- Mandatory at the pre-bid meeting
- 25-slide presentation on approach, execution plan, innovations, and experience
- Other Conditions:
- No blacklisting from government or municipal corporations
- JV/Consortium and subcontracting allowed
💵 Financial Criteria
- Price bid will be evaluated on L1 basis (lowest bidder).
- Bidder must quote item-wise for each activity in Indian Rupees including all taxes.
- No advance payment will be made. Payments released post-submission of work reports.
