Pre-Qualification Criteria
Overview
The Directorate of Vocational Education & Training (DVET), Maharashtra, invites proposals for the Selection of an Anchor Industry Partner (AIP) for upgrading Government ITIs under the PM-SETU Scheme through a cluster-based PPP model. The selected partner will modernize ITIs, upgrade infrastructure, introduce industry-aligned courses, and ensure placement-linked skilling outcomes.
Scope of Work
- The selected Anchor Industry Partner will act as the lead implementation partner for Cluster-III Pune ITIs. Key responsibilities include:
Institutional Development
- Establish and participate in a Special Purpose Vehicle (SPV) with DVET.
- Upgrade selected ITIs into Hub and Spoke model institutions.
- Modernize labs, workshops, tools and training equipment.
- Implement smart classrooms and digital learning infrastructure.
Training & Curriculum
- Introduce new industry-relevant trades and revise existing courses.
- Align curriculum with industry standards and emerging technologies.
- Provide On-the-Job Training (OJT) and apprenticeship opportunities.
- Train and upskill ITI trainers and staff.
Industry Integration
- Ensure strong industry linkage and sector participation.
- Support internships, apprenticeships and industry exposure.
- Facilitate placement opportunities for trainees.
Operations & Maintenance
- Support ITI operations and governance through the SPV.
- Maintain equipment and infrastructure during the project lifecycle.
- Ensure quality assurance and compliance with scheme guidelines.
Outcome & Performance Monitoring
- Meet key performance indicators (KPIs) related to:

Organizational Eligibility
- Company/Industry/Consortium legally registered in India.
- Should not be blacklisted by any Government body.
- Must have experience in:

- Demonstrated experience in:
Eligibility Criteria (Technical)
- Bidders must demonstrate:
- Experience in skilling, training, manufacturing, or related sectors.
- Capability to:
- Proven track record of project execution.
Financial Criteria
- Bidders must meet financial stability requirements:
Turnover Requirement
- Minimum average annual turnover as specified in the RFP (last 3 financial years).
Net Worth
Positive net worth in the latest audited financial year.
Investment Commitment
- Anchor Industry Partner must contribute to:
Tender Fee and EMD
- Tender Fee: As specified in RFP.
- Earnest Money Deposit (EMD): Mandatory as per tender conditions.
- EMD must be submitted in prescribed format and validity.
Bid Evaluation Methodology
- The tender follows a QCBS (Quality & Cost Based Selection) model.

- Technical Proposal: 70%
- Financial Proposal: 30%
