The selected partner will modernize ITIs, upgrade infrastructure, introduce industry-aligned courses and ensure placement-linked skilling outcomes.
Pre-Qualification Criteria

Overview

The Directorate of Vocational Education & Training (DVET), Maharashtra, invites proposals for the Selection of an Anchor Industry Partner (AIP) for upgrading Government ITIs under the PM-SETU Scheme through a cluster-based PPP model. The selected partner will modernize ITIs, upgrade infrastructure, introduce industry-aligned courses, and ensure placement-linked skilling outcomes.

Scope of Work

  1. The selected Anchor Industry Partner will act as the lead implementation partner for Cluster-III Pune ITIs. Key responsibilities include:

Institutional Development

  1. Establish and participate in a Special Purpose Vehicle (SPV) with DVET.
  2. Upgrade selected ITIs into Hub and Spoke model institutions.
  3. Modernize labs, workshops, tools and training equipment.
  4. Implement smart classrooms and digital learning infrastructure.

Training & Curriculum

  1. Introduce new industry-relevant trades and revise existing courses.
  2. Align curriculum with industry standards and emerging technologies.
  3. Provide On-the-Job Training (OJT) and apprenticeship opportunities.
  4. Train and upskill ITI trainers and staff.

Industry Integration

  1. Ensure strong industry linkage and sector participation.
  2. Support internships, apprenticeships and industry exposure.
  3. Facilitate placement opportunities for trainees.

Operations & Maintenance

  1. Support ITI operations and governance through the SPV.
  2. Maintain equipment and infrastructure during the project lifecycle.
  3. Ensure quality assurance and compliance with scheme guidelines.

Outcome & Performance Monitoring

  1. Meet key performance indicators (KPIs) related to:
