Scope of Work

The Haryana Building and Other Construction Workers Welfare Board invites proposals for the empanelment of four Skill Training Providers (one for each designated zone) to impart skill training to registered construction workers. The program follows the Recognition of Prior Learning (RPL) scheme and is compliant with the National Skills Qualifications Framework (NSQF). STPs are responsible for establishing, constructing, and operationalizing training centers at their own cost.

 Eligibility & Qualification Criteria

1. General Eligibility: Open to qualified bidders including agencies, NGOs, and academic institutions with expertise in the construction sector.
2. Technical Merit: Bidders are evaluated based on a technical presentation and specific parameters such as the number of persons trained and the availability of certified trainers.
3. Zone Allocation: Bidders must specify their choice of zone (Ambala, Rohtak, Gurgaon, or Hisar), with one STP eventually selected per zone.

Financial Criteria

The Board has earmarked a total budget of INR 100 Crores for this program. Bidders must demonstrate financial stability through:

1. Turnover: Submission of turnover details specifically from skill training activities (as per Annexure 4).
2. Funding Pattern: Training costs and payments are governed by the "Common Norms" notified by the Ministry of Skill Development and Entrepreneurship.

 Submission Guidelines

Bids must be submitted online only through the Haryana e-tenders portal. The RFP follows a single-cover system where all technical and eligibility documents are uploaded together. Hard copies of presentations or technical bids are not required.
