Pre-Qualification Criteria
Eligible bidders should meet the following requirements:
- The bidder must be an approved and eligible contractor registered with J&K UT Government, CPWD, Railways, or any other UT/Central Government department.
- The work is specified for Class A contractors.
- The bidder must not be a member of a Public Representative Institution (PRI).
- The bidder must possess a valid contractor registration card with renewal for 2026-27.
- The bidder must have valid GSTIN registration and PAN card.
- The bidder must submit the most recent GST clearance / GSTR-3B of the previous quarter or month, as applicable.
- The bidder must submit a notarized affidavit confirming correctness of information, non-blacklisting, no abandonment of works, and other declarations as per Annexure-A.

Submission Guidelines
Bidders must follow the online e-tendering process through www.jktenders.gov.in. The tender submission must be made in electronic format with a valid Digital Signature Certificate. The technical bid should include scanned copies of all required documents, tender fee proof, EMD proof, GST/PAN documents, registration documents, and affidavit.
