Scope of Work
The selected Training Service Provider will be required to implement a complete digital learning ecosystem for road safety, safe driving, first aid and related training programs. The solution must be web-based, mobile-friendly and suitable for scalable public use.
Major Scope Components
- Learning Management System / e-Learning Platform
- Integrated LMS with interactive digital learning content.
- Self-paced e-learning modules.
- Web, desktop, laptop, tablet and mobile compatibility.
- Course content in English and Hindi, with adaptability for vernacular languages.
- Multimedia-rich content such as videos, animation, simulations and quizzes.
- Secure login and user authentication.
- Aadhaar-based authentication, if required.
- Complete course tracking with restriction on content skipping.
- Online assessment and certification.
- Payment gateway integration.
- External system integration support, wherever required.
- Cloud hosting as per government guidelines.
- Managed hosting services, backup, security, reporting and monitoring.
- Minimum 99.5% uptime on a 24x7 basis.
- Learner Level Course
- A 2-hour theory-based learner level course.
- Topics include traffic signs, signals, road rules, driver duties during accidents, emergency response, railway crossing precautions, driving documents, fuel-efficient driving and first aid training.
- Assessment and Certification
- Online objective-type examination.
- Minimum 60% passing criteria.
- Randomized question bank.
- Auto-generation of digital certificate after successful completion.
- Certificate to mention successful completion of Integrated First Aid and Road Safety Training Course.

- Additional Training Modules
- The scope may be expanded to include online courses for traffic violators, LMV modules, HMV driving modules, refresher training or other digital learning content, subject to mutual agreement.
Pre-Qualification and Eligibility Criteria
General Eligibility
- The RFP is open to firms/companies within India that are eligible to do business under applicable Indian laws.
- Consortium participation is not allowed.
- Applicants must meet all minimum eligibility requirements and submit documentary proof with the technical proposal.
- Every page of the proposal must be signed and stamped by the authorized signatory.
Legal Entity Criteria
The agency must be one of the following:
- Company incorporated under the Indian Companies Act, 2013 or any previous company law.
- LLP or partnership firm registered under applicable law.
- The agency must have been operating for the last 5 years.
- The agency must have active PAN and GST registration.
Financial Eligibility
- The agency must have an average annual turnover of not less than INR 5 crore for the last three financial years: 2022–23, 2023–24 and 2024–25.
- The agency must have positive net worth.
- Audited financial statements and CA/statutory auditor certificate must be submitted.
Experience Criteria
- The agency must have executed at least 1 project with any State Government, Central Government Department, PSU or NSDC in the area of skill development, training or manpower training.
- The agency must have successfully trained at least 5,000 candidates in skill development, manpower training or education under State Government, PSU, NSDC or Central Government projects/schemes.
- Relevant work orders, purchase orders, agreements, LOIs, empanelment letters or other supporting documents must be submitted.
Certification Criteria
The agency must have valid certifications in its own name:
- ISO 9001:2008 or ISO 9001:2015 for Quality Management.
- ISO/IEC 27001:2013 or ISO 27001:2022 for Security Management.
Non-Blacklisting Criteria
- The agency must not be blacklisted or declared ineligible by any UT/State Government, Central Government or PSU.
- A self-declaration / affidavit must be submitted as per the prescribed format.
Financial Criteria and Commercial Evaluation
The commercial proposal must be submitted only through the online BOQ format on the e-Procurement portal. The bidder must quote prices in Indian Rupees.

Commercial Evaluation Method
Only technically qualified bidders will be considered for commercial evaluation. The commercial score will be calculated using the formula:

- C1 = Lowest commercial proposal among qualified bidders.
- CP = Commercial proposal amount of the bidder being evaluated.

Submission Guidelines
- Proposals must be submitted online only on the Haryana e-Procurement Portal.
- The proposal must be submitted in two parts:
- Technical Proposal.
- Commercial Proposal / BOQ.
- The technical proposal must not contain any price or financial quote.
- The commercial proposal must be submitted only in the prescribed online BOQ format.
- The BOQ format must not be modified or replaced.
- Bidders are allowed to enter only the bidder name and values in the BOQ.
- Every page of the technical and commercial proposal must be signed and stamped.
- Applicants must use a Class III Digital Signature Certificate for submission.
- Applicants must register on the e-Procurement portal before submission.
- Documents may be uploaded in PDF/XLS/RAR/DWF/PPT formats, as applicable.
- Proposals submitted after the deadline will be rejected by the portal.
- Withdrawal or modification after submission deadline may lead to forfeiture of EMD.
