Scope of Work

The selected service provider will be responsible for deploying 3 semi-skilled Watch & Ward personnel at the National Career Service Centre for Differently Abled, Agartala, Tripura.

The broad scope includes:

1. Access Control and Visitor Management

The deployed personnel will monitor entry and exit points, maintain visitor records, check identification, issue visitor passes, prevent unauthorized access, and guide visitors, vendors, contractors, and delivery personnel to the appropriate office area.

2. Security and Surveillance

The Watch & Ward personnel will conduct routine patrols of office premises, parking areas, internal floors, and sensitive locations. They will monitor CCTV systems, alarm systems, security doors, gates, and lock-up procedures after office hours.

3. Emergency and Incident Response

The personnel are expected to act as first responders during emergencies such as fire, medical incidents, security breaches, suspicious activity, accidents, or evacuation situations. They must promptly report incidents to the concerned office authority.

4. Safety and Maintenance Monitoring

The scope includes identifying safety hazards such as broken locks, blocked fire exits, damaged doors, flickering lights, and other maintenance issues. Personnel may also monitor basic utilities during off-hours and report failures.

5. Administrative and Professional Duties

The deployed personnel will maintain daily logbooks, visitor records, patrol entries, incident reports, and handover notes. They are expected to maintain professional conduct as the first point of contact for employees, visitors, and public-facing office interactions.

The wage structure appears aligned with the Watch & Ward minimum wage reference uploaded with the bid, where Area C Watch & Ward without arms wage is shown as ₹781 per day.

Pre-Qualification and Eligibility Criteria

Bidders should carefully review the tender documents and GeM requirements before submission. Key eligibility conditions include:

1. The bidder must be registered on GeM and eligible to provide manpower outsourcing services.
2. The bidder must have experience in providing same or similar services.
3. The tender specifies 3 years of past experience for same or similar services.
4. Similar service experience is required for any Central Government, State Government, or PSU organisation.
5. Copies of relevant contracts, work orders, or service orders should be uploaded as proof of experience.
6. The bidder must upload documents relating to experience criteria, bidder turnover, and certificate requested in ATC.
7. MSE and Startup relaxations for experience and turnover are applicable, subject to submission of valid supporting documents.
8. The service provider must have geographical presence in Tripura.
9. The bidder must comply with applicable labour laws, minimum wage rules, social security requirements, and statutory wage payment obligations.

Financial Criteria

The tender document requires submission of bidder turnover details; however, no specific minimum average annual turnover amount is clearly stated in the uploaded bid document. Bidders should upload relevant financial documents as required on the GeM portal.

Submission Guidelines

The bid must be submitted online through the Government e-Marketplace portal. The tender follows a Two Packet Bid system, meaning bidders should ensure proper submission of technical and financial documents in the correct sections.

Important submission points include:

1. Bidders must submit the bid before 15 June 2026, 10:00 AM.
2. The bid opening is scheduled for 15 June 2026, 10:30 AM.
3. The bid offer must remain valid for 90 days from the bid end date.
4. Financial document indicating price breakup is required.
5. Bidders should not include financial/price details in the technical bid.
6. Technical clarifications during evaluation may be allowed within the period specified in the bid.
7. Documents uploaded by bidders may be visible to other participating bidders after login, as per GeM bid settings.
8. Service providers must ensure compliance with labour laws, minimum wage obligations, EPF/ESIC requirements, and other statutory provisions.
9. The selected service provider must pay wages/salaries to deployed staff first and then claim payment from the buyer along with statutory documents such as PF, ESIC records, and bank payment statements.
10. Any objection or grievance against additional terms and conditions should be raised through the GeM representation window, as applicable.

Buyer Added Terms and Conditions

The buyer has included an option clause allowing the buyer to increase or decrease contract quantity or contract duration up to 50% at the time of contract issuance. After the contract is issued, the quantity or duration may only be increased up to 50%.

For payment, the service provider must first pay wages/salaries to the deployed manpower and then claim reimbursement/payment from the buyer along with supporting statutory documents, including PF, ESIC, and bank statements showing payment to staff.

MSE and Startup Relaxation

MSEs and DPIIT-recognised Startups may be eligible for relaxation from experience and turnover criteria, subject to fulfilment of quality and technical requirements and submission of valid supporting documents. MSE purchase preference is applicable up to the L1 + 15% band, with purchase preference applicable for up to 100% of the bid quantity/amount as per the bid terms.
