Scope of Work
The selected service provider will be responsible for deploying 3 semi-skilled Watch & Ward personnel at the National Career Service Centre for Differently Abled, Agartala, Tripura.
The broad scope includes:
1. Access Control and Visitor Management
The deployed personnel will monitor entry and exit points, maintain visitor records, check identification, issue visitor passes, prevent unauthorized access, and guide visitors, vendors, contractors, and delivery personnel to the appropriate office area.
2. Security and Surveillance
The Watch & Ward personnel will conduct routine patrols of office premises, parking areas, internal floors, and sensitive locations. They will monitor CCTV systems, alarm systems, security doors, gates, and lock-up procedures after office hours.
3. Emergency and Incident Response
The personnel are expected to act as first responders during emergencies such as fire, medical incidents, security breaches, suspicious activity, accidents, or evacuation situations. They must promptly report incidents to the concerned office authority.
4. Safety and Maintenance Monitoring
The scope includes identifying safety hazards such as broken locks, blocked fire exits, damaged doors, flickering lights, and other maintenance issues. Personnel may also monitor basic utilities during off-hours and report failures.
5. Administrative and Professional Duties
The deployed personnel will maintain daily logbooks, visitor records, patrol entries, incident reports, and handover notes. They are expected to maintain professional conduct as the first point of contact for employees, visitors, and public-facing office interactions.

Buyer Added Terms and Conditions
The buyer has included an option clause allowing the buyer to increase or decrease contract quantity or contract duration up to 50% at the time of contract issuance. After the contract is issued, the quantity or duration may only be increased up to 50%.
For payment, the service provider must first pay wages/salaries to the deployed manpower and then claim reimbursement/payment from the buyer along with supporting statutory documents, including PF, ESIC, and bank statements showing payment to staff.
MSE and Startup Relaxation
MSEs and DPIIT-recognised Startups may be eligible for relaxation from experience and turnover criteria, subject to fulfilment of quality and technical requirements and submission of valid supporting documents. MSE purchase preference is applicable up to the L1 + 15% band, with purchase preference applicable for up to 100% of the bid quantity/amount as per the bid terms.
