Scope of Work

The selected bidder will be responsible for:

1. Supply, installation and commissioning of 2 nos. 1000 LPH RO plants with all accessories.
2. Deployment of one semi-skilled operator at each RO plant during the one-year warranty period.
3. Comprehensive Maintenance Contract for 3 years after completion of the warranty period.
4. Maintenance of RO plants, servicing, breakdown support and replacement of required spares during the contract period.
5. Monthly maintenance visits and submission of service reports.
6. Testing of inlet and treated water during the warranty period.
7. Ensuring purified water quality as per applicable IS standards.
8. Providing training to SCCL employees for operation of the RO plant.
9. Handing over the RO plants in working condition after completion of the contract.

Technical Scope

The RO plant system includes a treatment process involving sand filtration, activated carbon filtration, anti-scalant dosing, micron cartridge filtration, high-pressure pump, RO membrane treatment, UV treatment and purified water storage.

Major components include:

1. Raw water pump
2. Multi-media filter
3. Activated carbon filter
4. Anti-scalant dosing system
5. Micron cartridge filter
6. High-pressure pump
7. RO block
8. Membranes and pressure tubes
9. UV system
10. Ozonisation system
11. Purified water storage tank
12. Electrical and instrumentation system
13. Control cabling, panel box, pressure gauges, TDS meter and rota meters

The RO plant frame should be of SS-304 stainless steel, and the system should deliver consistent treated water quality.

Contract Period

The total contract period is 4 years, consisting of:

• 1 year warranty period
• 3 years Comprehensive Maintenance Contract period

The contract period will start from the date of commencement of each RO plant.

Pre-Qualification and Eligibility Criteria

Bidders should meet the following eligibility requirements:

1. The bidder should be a manufacturer or authorised dealer of the subject item or similar items; or
2. The bidder should be a previous supplier of the subject item or similar item to SCCL / CIL / Government organisations / Public Sector Undertakings / Private companies.
3. Manufacturer certificate, authorised dealer certificate or previous order copies should be uploaded as documentary proof.
4. Copies of previous purchase orders and satisfactory performance reports should be submitted wherever applicable.
5. If applicable, bidders must submit relevant technical and statutory certifications such as BIS / IS certification, legal metrology approval, DGMS approval, electrical regulatory approvals or other certificates as required under the NIT.

Financial Criteria and Commercial Conditions

The tender document does not specify a minimum annual turnover or net worth requirement. However, bidders are required to upload a GST Registration Certificate / Turnover Certificate duly certified by a Chartered Accountant.

Key commercial conditions include:

1. Estimated tender value: ₹18.00 lakh
2. EMD: ₹18,000 / 1% of quoted value as shown by the e-portal
3. Performance Bank Guarantee: 10% of contract value
4. Offer validity: 180 days from the date of opening of the Techno-Commercial Bid
5. Prices should remain firm till completion of the entire awarded work.
6. Payment for supply: 80% after receipt and acceptance of material, and balance 20% after installation and successful commissioning.
7. CMC and operator-related payments will be made monthly against certified maintenance / service reports.

Tender Fee, EMD and Transaction Charges

EMD Details

Submission Guidelines

Bids must be submitted online through the Telangana e-Procurement system. Bidders are required to:

1. Register on the e-Procurement portal.
2. Use a valid Digital Signature Certificate (DSC) with signing and encryption capability.
3. Upload all required technical, commercial and statutory documents.
4. Submit the PQ / Technical and Commercial bid first.
5. Submit the Price Bid as per the online tender format.
6. Pay EMD and applicable transaction charges through the online payment system.
7. Ensure that the Letter of Bid and annexures are submitted in the prescribed format.

1. Copy of EMD payment or documents supporting EMD exemption, including SSI / NSIC / MSME certificate if exemption is claimed.
2. Letter of Bid (LOB) – Annexure III.
3. Acceptance to Commercial Terms (ACT) – Annexure IV.
4. Other Commercial Information (OCI / OCP) – Annexure V.
5. Declaration Certificate – Annexure VI.
6. Non-Banning or Delisting Certificate – Annexure VII.
7. GST Registration Certificate / Turnover Certificate certified by Chartered Accountant.
8. Copies of previous purchase orders placed by SCCL / Government organisations / PSUs / Subsidiaries of CIL, as per NIT.
9. Copies of satisfactory performance reports issued by Government organisations / PSUs / Subsidiaries of CIL for previous orders submitted.
10. Other certificates as per NIT, such as BIS / IS certification, legal metrology approval, DGMS approval, electrical regulatory authority approvals, etc.
11. Any other document required under the NIT.
12. Annexure I & II of the NIT document, duly signed by the bidder with office seal.
