Scope of Work

The scope of work covers outsourcing of semi-skilled manpower for the protection arrangement of LHS/Subways from waterlogging during the monsoon period over Delhi Division.

The contractor will be required to deploy 497 semi-skilled manpower per month, equal to 1,491 man-months for the full contract period of 3 months. The manpower will work in 8-hour shifts on a round-the-clock basis.

The deployed manpower will monitor the subway locations and, when the water level reaches the prescribed level as decided by the Engineering In-charge, will immediately stop road traffic using barriers provided by Railway authorities. The manpower must also call the railway-authorised pump attendant for dewatering and inform the concerned SSE/Works, SSE/P-Way and ADEN.

The deployed staff must be in proper approved uniform and carry authorised identity card, cane/stick, whistle, torch and other required items. The tentative list of LHS/Subway locations in Delhi area may be modified as per the requirement of the Engineer-in-Charge.

Pre-Qualification / Eligibility Criteria

Bidders must comply with the conditions specified in the Northern Railway bid document, GeM bid document, GCC for Services 2018 and special terms and conditions.

General Eligibility Requirements

Bidders should submit the following documents and declarations:

1. Valid ESI and EPF registration, wherever applicable.
2. PAN card of the firm.
3. GST registration certificate.
4. Declaration/undertaking that the firm has not employed any retired Railway Engineer/Manager of Gazetted rank or any other Gazetted Officer, or made such person Partner/Director, within the last two years from the date of opening of tender.
5. MSE/NSIC registration in the appropriate category, wherever EMD exemption is claimed.
6. T2 liquidity certificate/banking reference from a Scheduled Bank in India, not older than 3 months from the bid submission date.
7. Firm information checklist as per Annexure-U.
8. Declaration regarding non-imposition of penalty and non-termination in the previous two years.
9. Undertaking for truthfulness/correctness of documents as per Annexure-XVIII.
10. Constitution documents of the firm, partnership deed, MOA/AOA, power of attorney, board resolution or society registration documents, as applicable.

Financial Criteria

Technical Experience Criteria

The bidder must have satisfactorily completed, during the last three previous financial years and the current financial year up to the date of opening of tender, one similar single service contract for a minimum of 35% of the advertised bid value.

Minimum Similar Work Value Required

₹1,37,52,669.20 approx.

Definition of Similar Work

Similar work means any work involving manpower supply of artisan, Mali, helper, khalasi, etc., for maintenance of assets other than track work.

Work experience certificates from private individuals will not be accepted. Certificates from public listed companies, private companies or trusts may be accepted only if the issuing organisation has annual turnover of ₹500 crore or above and the certificate is issued from its Head Office by an authorised person.

Submission Guidelines

Bids must be submitted online through the GeM portal only. Manual/offline offers are not allowed and will be ignored.

Key submission instructions include:

1. Bidders can submit original or revised bids only up to the GeM bid closing date and time.
2. All required documents must be uploaded online.
3. Technical bids will not be accepted in physical format.
4. Tender documents should be properly page-numbered at the top right corner.
5. Repeated documents should not be uploaded.
6. Required documents should be uploaded in 75–100 DPI resolution.
7. Financial data for the last three previous financial years and the current financial year up to the date of opening must be submitted in the prescribed format.
8. No post-tender correspondence for submission of additional documents will be entertained after opening of technical and commercial offers.
9. Suo-moto post-tender letters submitted by bidders will be treated as null and void.
10. Bidders are advised to visit the work site and understand site conditions before quoting.
11. Rates must comply with prescribed minimum wages of the Central sphere and applicable statutory requirements.
