Scope of Work

The selected service provider/university partner will be required to deliver an online certification course in Management of Technology: Roadmapping & Development for the Indian Army.

The course should be provided by an elite global university with QS ranking of up to 100 and should be delivered in online mode for a minimum duration of 9 weeks.

Major Scope Components

1. Course Development and Delivery

The course will be delivered through a Learning Management System selected by the university. The LMS should support online lectures, quizzes, assignments and discussion forums. The course content should be up-to-date and aligned with industry standards.

2. Faculty and Expert Support

The course should be delivered by qualified faculty members or industry experts with relevant experience in the subject area.

3. Learner Support

The university/partner must provide basic learner support through the LMS, including Q&A forums and email-based technical support.

4. Assessment and Certification

The university will develop and administer assessments such as exams and projects to evaluate learner comprehension. On successful completion of the course and assessments, digital certificates should be issued to the learners.

5. Reporting and Communication

The university/partner and client will maintain regular communication channels to review course delivery, learner progress and any arising issues. Reports on learner enrolment, completion rate and feedback must be provided.

  9. Roadmapping Case Study: The Aircraft

Pre-Qualification Criteria

Bidders should meet the following minimum pre-qualification conditions:

  1. The bidder should have a minimum average annual turnover of ₹3 lakh during the last three financial years.
  2. The bidder should have at least 3 years of experience in same or similar services.
  3. MSE and DPIIT-registered Startup bidders may claim relaxation in turnover and experience criteria, subject to submission of valid supporting documents.
  4. The certification programme must be provided by an elite university with QS ranking of up to 100.
  5. No reseller is eligible to participate in the bidding process.
  6. In case of a non-university bidder, a declaration must be submitted stating that the programme is a proprietary programme of the university.

Eligibility Criteria

Eligible bidders should be registered on GeM and should be capable of providing professional online certification/training services in compliance with the Scope of Work, Service Level Agreement and applicable GeM terms.

The bidder must upload all required supporting documents, including experience proof, turnover documents and certificates requested in the Additional Terms and Conditions.

Financial Criteria

The minimum average annual turnover required is ₹3 lakh for the last three financial years. Bidders should submit certified audited balance sheets or a certificate from a Chartered Accountant/Cost Accountant indicating turnover details for the relevant period.

For newly incorporated entities, average turnover for completed financial years after incorporation may be considered as per bid conditions.
