Important Note: One clause in the RFP mentions technical bid opening at 1630 hrs on 22.06.2026, while the schedule page mentions 24.06.2026 at 1630 hrs. Bidders should verify the final date on the CPPP portal and any corrigendum issued by MSDE.
Scope of Work
The empanelled agencies will support MSDE in planning and executing event management, publicity and awareness activities related to skill development schemes and initiatives. The scope is illustrative and may vary for each specific assignment.
1. Event Logistics and Management
Agencies will be responsible for arranging venues, stages, seating, audio-visual equipment, transportation, hospitality, catering, accommodation support, on-ground coordination, exhibitions, workshops, job fairs and other event requirements.
2. Media and IEC Campaigns
The scope includes creation and distribution of Information, Education and Communication materials such as brochures, posters, banners, pamphlets, booklets, caps, T-shirts, canvas bags, ceramic mugs, conference pads, pens, outreach kits and campaign materials.
3. Creative Production
The selected agencies may be required to develop videos, short films, advertisements, digital creatives, animation, graphics and other multimedia content for publicity and awareness.
4. Outdoor Branding and Publicity
The agencies will support outdoor publicity activities including hoardings, flex banners, signage, wall paintings, LED vans, LED screens, sun boards, digital graffiti and event branding.
5. Performing Arts and Street Theatre
The scope includes organising Nukkad Nataks, folk performances, cultural shows, school or institute competitions, flash mobs and live awareness programmes.
6. Digital Dissemination
Agencies will also support online and social media campaigns, website content development, email or SMS alerts and digital outreach activities for audience engagement.
Pre-Qualification Criteria
Interested agencies must fulfil the mandatory minimum eligibility criteria to qualify for technical evaluation.
- The bidder should be a registered legal business entity in India, such as a company, LLP, partnership firm, proprietorship or society, as applicable under the RFP conditions.
- The bidder must have valid PAN and GST registration.
- The agency should have an office in Delhi NCR, or must submit an affidavit confirming intent to establish an operational office in Delhi NCR after empanelment.
- The agency must have at least 3 years of relevant experience, as on 31 March 2026.
- Experience in working with Central Ministries, Government Departments or PSUs will be preferred.
- The agency must have an average annual turnover of at least INR 25 crore in event/media/orientation and awareness programmes during the last three financial years.
- The agency should have positive net worth of at least INR 2 crore in the previous financial years.
- The agency should have relevant grassroots orientation and awareness campaign experience in the last three financial years.
- The agency should not be blacklisted, debarred or suspended by any Central Government, State Government, PSU, Government agency or multilateral agency in the last three financial years.
- The agency must be able to provide qualified servicing, technical and event management teams for MSDE-related assignments.
- The agency should have sufficient manpower, technical expertise and infrastructure to operate nationally.
- The agency must have at least 10 full-time employees.
Minimum Experience Requirement
The applicant entity must have work experience in grassroots-level orientation and awareness campaigns within the last three financial years and should meet at least one of the following:

Performance Bank Guarantee
MSDE has proposed a two-tier performance guarantee system.
Master Empanelment PBG
Successfully empanelled agencies must submit an interest-free Performance Bank Guarantee of INR 5,00,000 within 15 days from signing the master empanelment contract. This PBG must remain valid for 60 days beyond the two-year empanelment period.
Event-Specific PBG
For specific high-value events awarded through LTE/RFQ, the selected empanelled agency may be required to submit an additional PBG equivalent to 3% to 5% of the work order value, as specified in the relevant LTE.
Technical Evaluation Criteria
Only agencies meeting the eligibility criteria will be evaluated technically. Agencies must score at least 70 marks out of 100 to qualify. The top 4–5 technically ranked agencies are expected to be empanelled.

Selection Process
The selection will be based on technical evaluation only at the empanelment stage. No financial bid or BOQ is required at this stage, and any technical proposal containing financial quotes may be rejected.
After empanelment, MSDE may issue Limited Tender Enquiries or Requests for Quotation to the empanelled agencies for specific events or campaigns. Such assignments may be awarded through:
- Quality-and-Cost-Based Selection (QCBS) for creative and customised event assignments, generally on a 70:30 technical-financial ratio.
- Least Cost Selection (LCS / L-1) for standardised or routine logistical requirements.
Submission Guidelines
- Proposals must be submitted online through the Central Public Procurement Portal at eprocure.gov.in.
- The proposal must be submitted before 1600 hrs on 22.06.2026.
- The proposal should include a pre-qualification bid and technical proposal.
- All pages of the technical proposal should be authenticated by an authorised signatory with stamp.
- No financial quote or BOQ should be included at the empanelment stage.
- Late proposals will not be accepted.
- Corrigendum, amendments and clarifications will be published on the CPPP portal only.
- Any communication after opening of technical proposals should be made only in writing to the Director, Media, MSDE.
