Scope of Work

1. The scope of work involves providing 2 skilled graduate Data Entry Operators for administrative functions at the Income Tax Settlement Commission, Chennai. The selected service provider will be responsible for deploying qualified manpower under the GeM manpower outsourcing category.
2. The DEO resources are expected to support data entry and administrative functions. The manpower profile requires:

1. The buyer has included an option clause allowing increase or decrease in contract quantity or duration up to 50% at the time of contract issue. After contract issue, increase may be allowed up to 50% as per applicable GeM provisions.

Pre-Qualification Criteria

Bidders should meet the following pre-qualification requirements:

1. The bidder must be eligible and registered to participate on GeM.
2. The bidder must have experience in providing similar manpower outsourcing services.
3. The bidder must have 7 years of past experience in same or similar services.
4. The bidder must submit documentary proof of experience through relevant contracts, work orders or completion certificates.
5. The bidder should have executed manpower service contracts for Central Government / State Government Departments / PSUs / Autonomous Bodies.
6. Additional qualification requires one work order in Central Government offices, including a work order value of ₹3 crore.
7. The bidder’s registered office should be in Chennai only.
8. The bidder must have an office/service presence in Tamil Nadu.
9. The bidder must submit all required documents as part of the technical bid.
10. The bidder must provide a dedicated or toll-free telephone number for service support.

Eligibility Criteria

The bidder should comply with the following eligibility conditions:

1. Must be a valid GeM service provider for manpower outsourcing services.
2. Must provide documentary proof of turnover and experience.
3. Must not rely on MSE/startup relaxation for turnover or experience, as relaxation is marked “No” in the bid.
4. Must comply with applicable labour laws, wage rules, social security requirements and statutory obligations.
5. Must deploy qualified skilled manpower as per the profile specified in the bid.
6. Must submit documents requested in ATC, including experience criteria, bidder turnover and certificates.
7. Must ensure that technical and financial bid documents are uploaded properly through GeM.

Financial Criteria

The financial eligibility requirement in the bid document contains two references:

1. Minimum Average Annual Turnover: ₹8 lakh for the last 3 years, as stated in the bid details.
2. Additional Qualification Turnover: Minimum ₹3 crore turnover in every year during the past 3 financial years.

This appears to be a potential inconsistency between the bid details and buyer-added additional qualification. Bidders should carefully review the bid conditions and, where required, seek clarification through the GeM representation/clarification mechanism before submission.

Supporting documents may include:

1. Certified audited balance sheets for relevant financial years
2. Certificate from Chartered Accountant / Cost Accountant showing turnover details
3. Work orders and contract documents
4. Completion certificates or proof of ongoing services
5. Supporting documents for similar manpower outsourcing experience

Tender Fee and EMD Details

Submission Guidelines

The bid must be submitted online through the GeM portal in a Two Packet Bid format. Bidders should ensure that all technical documents are uploaded in the technical bid section and all financial quotes are submitted only in the financial bid section.

Important submission points:

1. The bid closing time is 01 June 2026 at 13:00.
2. Bid opening is scheduled for 01 June 2026 at 13:30.
3. Technical clarification time allowed during evaluation is 2 days.
4. Bid offer validity is 60 days from the bid end date.
5. Documents uploaded by bidders may be visible to other participating bidders after login, as per bid settings.
6. Reverse Auction is not enabled.
7. Bid splitting is not applied.
8. Bidders should avoid mentioning price components in the technical bid.
9. All documents required by the buyer and GeM system must be uploaded before the deadline.

18. Declaration/undertaking that bidder is not debarred
19. Land border compliance declaration, where applicable

22. Any other document required by GeM or buyer-added bid conditions.
