Key Details of the EOI

Purpose

To empanel TSPs to provide skill training and RPL for construction workers and their dependents registered under the CG BOCW Welfare Board. The program aims to enhance employability and livelihood opportunities by offering industry-relevant training aligned with recognized standards.

Eligibility Criteria

1. Agency Type:

   • Central/State Government, PSU, Company (registered under Companies Act 1956/2013), proprietorship, society, trust, or cooperative society.
   • Joint ventures/consortiums are not allowed.

2. Experience:

   • Minimum 5 years of experience in construction sector skill training or RPL training in the last 10 years.

3. Turnover:

   • Minimum average turnover of ₹20 crore from training in the last 4 financial years (2020-21 to 2023-24).

4. Trainers:

   • Minimum of 10 SSC-certified trainers with valid TOT certificates.

5. Workers Trained:

   • At least 2,000 construction sector workers trained under NCVET/NSDC/PMKVY/BOCW/CSDCI/SSC in the last 4 years.

6. Registration:

   • Must be listed under NCVET, NSDC, or CSDCI.

7. Centers:

   • Should have a minimum of 1 training center in Chhattisgarh.

8. Documents Required:

   • PAN, GST registration, audited financial statements, experience certificates, TOT certificates, and center details.

Key Financial Details

1. Application Fee: ₹10,000 (non-refundable), payable online.
2. EMD: ₹15,00,000 (refundable), payable via demand draft to CG BOCW.
3. Performance Bank Guarantee: 10% of the project value, valid for the contract period and 180 days beyond.

Training Details

1. Job Roles:
   • Bar-bending, Masonry, Shuttering, Carpentry, Plumbing, Painting, Scaffolding, etc.
2. Stages:
   • RPL Stage 1: 12-hour orientation (6 hours domain training, 4 hours soft skills, 2 hours assessment orientation).
   • RPL Stage 2: 120-hour bridge course for candidates who fail Stage 1.
3. Payouts:
   • ₹1,400 per candidate for Stage 1 (12 hours).
   • ₹3,346 per candidate for Stage 2 (120 hours).

Submission Details

1. Mode: Online submission via Chhattisgarh e-procurement portal.
2. Deadline:
   • EOI Float Date: 20th January 2025.
   • Submission Deadline: 7th March 2025, 5:00 PM.
   • EOI Opening: 10th March 2025, 12:30 PM.
3. Documents:
   • Scanned copies of eligibility proofs to be uploaded.
   • Original EMD and presentation in a pen drive to be submitted before the opening.

Evaluation Criteria

1. Technical Evaluation (80 marks):
   • Experience, turnover, trainers, and centers in Chhattisgarh.
2. Presentation (20 marks):
   • Innovative use of technology, strategy, and planning.
3. Cut-off:
   • Minimum 50 marks in Technical Evaluation (Part A).
   • Overall 70 marks (Part A + Part B) required for selection.

Contract Terms

1. Duration: 2 years, extendable by 1 year.
2. Payment Milestones:
   • 40% advance upon allocation of targets.
   • 40% after successful assessment.
   • 20% upon submission of certificates.
3. Monitoring:
   • Regular inspections and data tracking via the Skill Development Management System (SDMS).
