The Andhra Pradesh State Council of Higher Education (APSCHE) is seeking proposals from eligible IT Firms/agencies to conduct online web-based admission counseling for OAMDC, CAT-B & SPOT for APCETS. This involves providing counseling software and services for the admission process, including online application processing, fee collection, and seat allocation for various UG, PG, and Ph.D. programs. Scope of Work
- Provide online web-based admission counseling services.
- Develop and manage online registration forms and fee collection.
- Provide a web option engine for candidates to select institutions and courses.
- Manage seat allocation in multiple rounds.
- Provide 24/7 support and develop mobile applications for APSCHE and candidates.
Pre-Qualification Criteria
- The bidder must be a registered company/firm in India with at least 3 years of relevant experience.
- The bidder must have a minimum average turnover of INR 2 Crore over the previous 3 financial years, with at least INR 1 Crore from web-based counseling.
- The bidder should not have incurred any loss in the previous 3 financial years and must be registered with tax authorities.
- The bidder must have successfully executed counseling for at least 3 different web-based admission processes and must own/have outsourced servers and network bandwidth.
- The bidder must not have been blacklisted by any government authority.
- The proposed software must be in-house developed, and the bidder must own the source code and have an in-house quality assurance team.
Eligibility Criteria
- Bidders must meet the pre-qualification criteria (PQC).
- Bidders must not have any history of misleading information, poor performance, or financial instability.
Financial Criteria
- The average turnover of the bidder should be minimum INR 2 Crore in each of the previous 3 consecutive financial years.
- The bidder should not have incurred any loss during the previous consecutive three years up to the financial year ending 31 March 2024.
Tender Fee and EMD
- Cost of Tender Form / RFP: Rs. 5,000/-
- EMD: Rs. 5,00,000/-
Submission Guidelines
- Bidders must submit their bids through the AP e-procurement portal and also submit a hard copy to the Secretary, APSCHE.
- The tender is a "Two Bid" document: technical and financial bids.
