The Bureau of Indian Standards (BIS), under the Ministry of Consumer Affairs, invites bids for Manpower Outsourcing Services (Non-IT Technical & Skilled Workforce) for its Western Regional Laboratory, Mumbai. The contract duration is 3 years, covering deployment of qualified technical and skilled personnel.

1. Deployment of Non-IT Technical professionals (Science postgraduates & engineering graduates).
2. Deployment of Skilled workforce (ITI-certified technicians such as electricians, fitters, etc.).
3. Total manpower requirement includes:
   1. ~22 Technical Personnel
   2. ~8 Skilled Technicians
4. Work location: BIS Western Regional Laboratory, Mumbai (Maharashtra).
5. Contract duration: 36 months (3 years).

1. Minimum 3 years of experience in similar manpower outsourcing services.
2. Experience with Government / PSU organizations preferred.
3. Must have executed:
   1. 1 similar work (80% value), OR
   2. 2 works (50% each), OR
   3. 3 works (40% each) of estimated cost.

1. Technical staff: Science postgraduates / Engineering graduates.
2. Skilled staff: ITI / 10th pass with trade certification.

1. Service provider must have office presence in Maharashtra.
2. Must not be bankrupt or under liquidation.

1. Minimum Average Annual Turnover: ₹221 Lakh (last 3 years)
2. Estimated Tender Value: ₹4.41 Crore approx.
3. EMD: ₹22,05,900
4. Performance Bank Guarantee: 5%
