Tender Overview

The National Skill Development Corporation (NSDC) has invited proposals for the selection of Training Partners to manage and operate five Skill India Centres (SICs) in Odisha. The project focuses on delivering high-quality skill development training aligned with NSQF standards and improving employability outcomes.

1. Manage and operate 5 Skill India Centres
2. Deliver NSQF-aligned skill training programs
3. Mobilize, enroll, and train candidates
4. Deploy trainers, counselors, and placement teams
5. Ensure minimum 70% placement of trained candidates
6. Conduct industry engagement and job fairs
7. Provide post-placement support & retention tracking
8. Maintain infrastructure and ensure compliance
9. Submit regular progress reports

1. Train ~1000 candidates per centre per year
2. Ensure Aadhaar-based biometric attendance
3. Conduct employer engagement activities quarterly

1. Registered entity in India (Company/Trust/LLP etc.) for minimum 3 years
2. Must have GST & PAN
3. Must be:
   1. NSDC Training Partner / PMKVY / PMKK operator OR
   2. Experience of training minimum 1000 candidates
4. Minimum 3 years experience in skill development programs
5. Experience in placement-linked training programs
6. Not blacklisted/debarred by any government agency
7. Mandatory compliance with TOR & RFP conditions

1. Minimum Average Annual Turnover: ₹5 Crore (last 3 years)
2. Positive Net Worth required
3. Financial documents must be CA-certified with audited statements

4. Proposal validity: 180 days
5. Only one proposal per bidder allowed
6. All documents must be signed and uploaded

1. Contract Duration: 3 Years (1+2 extendable)
2. Performance Security: 5% of contract value
3. Minimum Batch Size: 20 candidates
4. Placement Timeline: Within 90 days of certification
5. Mandatory compliance with NSDC standards and audits
