3. Establishment and operation of residential training facilities (hostel, mess, safety, hygiene)
4. Deployment of SSC/NSDC-certified trainers
5. Conduct of training in approved trades such as:
   1. Warehouse Executive
   2. E-Commerce Delivery Associate
   3. Retail Store Operations Assistant
   4. Retail Sales Executive
6. Training of 1,440 beneficiaries over three years (120 beneficiaries per quarter)
7. Ensuring minimum 70% placement with retention
8. MIS reporting, inspections, audits, branding compliance, and coordination with JRDA

1. Minimum 5 years’ experience in skill development programs
2. At least 3,000 candidates trained under NSQF-aligned programs in the last 5 years
3. Availability of ToT-certified trainers (minimum two trainers per trade)
4. Submission of technical presentation (PPT) covering implementation approach and timelines
5. Proven placement track record supported by documentary evidence

1. Applicant must be a legal entity:
   Private/Public Limited Company, LLP, Section 8 Company, Society, Trust, or NGO
2. Minimum 5 years of legal existence
3. Mandatory registrations:
   1. GST
   2. PAN
   3. NSDC Training Partner affiliation
4. Must not be blacklisted by any Central or State Government organization

1. Average annual turnover of at least INR 14 Crore from the skill development sector only
2. Turnover to be supported by CA-certified statements with UDIN for the last three financial years

1. Amount: INR 10,00,000 (Rupees Ten Lakh only)
2. Form: Demand Draft
3. In favour of: Jharia Rehabilitation and Development Authority, Dhanbad
4. Payable at: Dhanbad
5. Refundable (as per RFP conditions)
6. Exemption applicable under Jharkhand Procurement Policy 2014 with valid documents

1. 5% of contract value (including GST)
2. To be submitted as Performance Bank Guarantee by the successful bidder
