Scope of Work

1. Agarwood Diagnostic Study
2. Selected agencies will conduct a comprehensive sector study covering:

1. Mapping & Data Collection

1. Geo-tagging agarwood growing areas
2. District/block/village level plantation inventory
3. GIS mapping of clusters and infrastructure
4. Identification of expansion areas

2. Farmer & Production Assessment

1. Number of farmers and tree stock estimation
2. Productivity, yield, and survival rate analysis
3. Output estimation of agarwood oil and chips

Technology & Processing Study

1. Induction techniques evaluation
2. Distillation units mapping
3. Oil recovery and technology gap assessment

Value Chain & Market Study

1. Mapping processors, traders, exporters
2. Supply chain and price analysis
3. Domestic and export market demand analysis

 Regulatory Review

1. Forest laws & transit rules
2. State policies (Assam & Tripura)
3. CITES and export compliance

 Gap & Opportunity Analysis

1. Production, finance, infrastructure gaps

Empanelment & Cluster Development (CBBO Role)

1. Empanelled agencies will:
2. Mobilize farmers and form FPOs/FPCs
3. Develop agarwood clusters
4. Provide handholding and governance support
5. Promote GAP & ethical induction practices
6. Support processing/distillation infrastructure
7. Enable certification & traceability
8. Facilitate domestic and export market linkages
9. Prepare DPRs & assist in financial closure
10. Submit MIS and progress reports

1. Agarwood-growing districts of Assam
2. Agarwood-growing districts of Tripura

Eligibility Criteria

Organizational Eligibility

1. Eligible applicants include:
2. Companies, Firms, NGOs, LLPs, Institutions
3. Must be registered in India and operational for minimum 5 years
4. Minimum average turnover ≥ ₹50 lakh (last 3 years) with positive net worth
5. Not blacklisted by any Govt department

Exemptions

1. Institutions promoted by Govt/ICAR/KVK
2. CSR implementing companies with turnover ≥ ₹250 crore

Experience Requirement (Minimum 3 Years)

1. Experience in at least one area:
2. FPO promotion / CBBO work
3. Plantation / Forestry / NTFP value chains
4. Agri-business development
5. Agarwood training/processing/marketing

Human Resource Requirement

1. Qualified professionals in:
2. Agriculture / Forestry / Horticulture

Qualification Criteria

1. Minimum 60 marks out of 85 for shortlisting
2. Minimum 75 marks overall for empanelment

3. Final empanelment

Empanelment validity: Up to 3 years (extendable based on performance).
