3. Associated infrastructure works at ITI Banda
4. Complete execution including materials, labour, tools, and compliance with specifications

1. Experience in similar construction works in last 7 years
2. Completion criteria:
   1. 3 works ≥ 40% value OR
   2. 2 works ≥ 50% value OR
   3. 1 work ≥ 80% value
3. At least one government/public sector project
4. Adequate manpower, equipment, and organizational capacity

1. Proven track record with certified completion reports
2. No history of poor performance, abandonment, or blacklisting

1. Minimum average turnover: 30% of tender cost
2. Solvency certificate: 40% of tender cost
3. No loss in more than 2 of last 5 years
4. Adequate bidding capacity as per formula
5. Financial statements (last 7 years) required

1. Two-envelope system:
   1. Envelope 1: Technical Bid
   2. Envelope 2: Financial Bid
2. All documents must be:
   1. Signed and complete
   2. Submitted in prescribed format
   3. Properly indexed and numbered
3. Incomplete or conditional bids are liable for rejection
4. No late submissions accepted
