Scope of Work
The selected service provider will be responsible for providing integrated support services for conducting the 3-month Forester-I induction training programme. The broad scope includes:
1. Local Tour Support
Hiring of a 40-seater ultra bus, including fuel cost, for local tour requirements with maximum 250 km travel per day.
2. Educational Tour Inside Assam
The service provider will support a 12-day educational tour inside Assam, including:
- Diesel, M-oil and maintenance support for government school vehicles, traveller, camper and Bolero.
- Hiring of a 40-seater ultra bus with fuel and halting charges.
- Accommodation in hostels, dormitories or guest houses for 80 trainees and 5 faculty/accompanying staff.
- Entry fee, gypsy safari, boat safari, society fee and related charges for visits to national parks and wildlife sanctuaries.
3. Examination and Office Support
The tender includes support for conducting written examinations of trainees, paper evaluation-related arrangements and refreshments for guest lecturers and evaluators.
4. Valedictory Function
The service provider will organize a minister-level valedictory function, including hall decoration or pandal setup, refreshments, printing of certificates, group photos, eco-friendly folders, felicitation items, awards, medals and trophies.
Pre-Qualification and Eligibility Criteria
Eligible bidders must be legally competent entities registered under applicable laws in India. The bidder should be a single business entity and must not have a conflict of interest in the procurement process.
The bidder must also confirm that it:
- Has fulfilled applicable tax obligations.
- Is not insolvent, bankrupt, in receivership or under winding-up proceedings.
- Has not been convicted for offences related to professional conduct or false statements.
- Is not debarred by any State Government, Central Government, autonomous body, authority or public sector entity.
- Will comply with the Code of Integrity and all terms of the bidding document.

Submission Guidelines
Bidders must submit the tender through the Assam e-Procurement portal using the prescribed two-bid system. The Technical Bid and Price Bid must be uploaded separately.
The hardcopy of the Technical Bid, along with original documents, must also be submitted to the office of the Director, Assam Forest School, Jalukbari, Guwahati-14 on or before the submission deadline. Non-submission of the hardcopy Technical Bid may result in cancellation of the bid.
The Price Bid must be submitted only in the prescribed BOQ format available on the e-Procurement portal. The BOQ file should not be renamed or altered in format. Hardcopy of the Price Bid will not be accepted.
The quoted rates must remain fixed during the contract period. The tender document states that bids exceeding the approximate value of work may be rejected, and bids more than 10% below the internal estimate may also be rejected during financial bid evaluation.
