Scope of Work
The EOI is for empanelment and allocation of DDU-GKY 2.0 projects to eligible Project Implementing Agencies for skill training and placement of candidates in Uttar Pradesh. The broad scope includes:
- Mobilisation, training and placement of eligible candidates under DDU-GKY 2.0.
- Implementation of skill development projects as per DDU-GKY Guidelines, Standard Operating Procedures, notifications and orders issued by MoRD and UPSDM.
- Training in eligible Qualification Packs and sectors listed under the DDU-GKY framework.
- Ensuring placement outcomes as per DDU-GKY norms.
- Completion of training on or before 31 December 2027.
- Completion of placement on or before 31 March 2028.
- Compliance with category-wise social inclusion targets, including SC, ST, women and persons with disabilities.
- Preference for residential courses.
- Implementation of projects without franchising, subletting or outsourcing training activities.
Preferred / Priority Sectors
Agencies that can run courses from the SSC-listed sectors on the DDU-GKY website may apply. The EOI mentions the following indicative priority sectors:

Pre-Qualification and Eligibility Criteria
To apply for the project, the applicant entity should meet the following eligibility requirements:
- The applicant must be a registered legal entity under applicable laws such as Indian Trust Act, State Society Registration Act, Cooperative Societies Act, Multi-State Cooperative Societies Act, Companies Act 2013, Limited Liability Partnerships Act 2008, or SHGs and their federations such as Cluster Level Federation / Block Level Federation.
- Government or semi-government organisations at state or national level may also apply.
- NGOs must be registered with NITI Aayog’s Darpan Portal.
- The entity should be more than three years old at the time of application, except in the case of start-ups.
- The applicant can apply under only one category.
- The applicant must not be involved in franchising, subletting or outsourcing any training-related activity.
- The applicant must not be blacklisted by any donor agency, State Government, Central Government or competent authority.
- The net worth of the entity must be positive.
- The applicant must adhere to UPSDM and DDU-GKY scheme norms, as amended from time to time.
Non-Eligibility Conditions
The following entities are not eligible to apply:
- Existing PIAs that have DDU-GKY projects sanctioned and have recovery proceedings going on.
- Existing PIAs that were unable to place 50% of trained candidates under DDU-GKY 1.0 till the date of application.
- Agencies whose key managerial personnel were earlier associated with defaulting PIAs where recovery proceedings were initiated.
- Sister concerns or subsidiaries of organisations against whom recovery of funds has been initiated.
- Agencies having directors involved in earlier defaulting DDU-GKY agencies.
- Agencies blacklisted by any State or Central Government.
- Consortium applicants.
UPSDM may reject or terminate applications at any stage if negative feedback or poor performance records are received from competent authorities.

Submission Guidelines
- Applications must be submitted online through the MoRD portal: https://kaushal.rural.gov.in.
- Interested agencies must have PRN allotted from MoRD.
- Applicants must read the DDU-GKY Guidelines and Standard Operating Procedures carefully before applying.
- Agencies must apply within 30 days from publication of the EOI.
- Applicants may apply for districts in any category; however, priority will be given to aspirational districts and projects covering special categories such as persons with disabilities, manual scavengers and women-headed households.
- Final allocation of targets, districts and trades will be at the discretion of UPSDM.
- Agencies must bear the expenses for initial screening and qualitative appraisal.
