Scope of Work

The EOI is for empanelment and allocation of DDU-GKY 2.0 projects to eligible Project Implementing Agencies for skill training and placement of candidates in Uttar Pradesh. The broad scope includes:

1. Mobilisation, training and placement of eligible candidates under DDU-GKY 2.0.
2. Implementation of skill development projects as per DDU-GKY Guidelines, Standard Operating Procedures, notifications and orders issued by MoRD and UPSDM.
3. Training in eligible Qualification Packs and sectors listed under the DDU-GKY framework.
4. Ensuring placement outcomes as per DDU-GKY norms.
5. Completion of training on or before 31 December 2027.
6. Completion of placement on or before 31 March 2028.
7. Compliance with category-wise social inclusion targets, including SC, ST, women and persons with disabilities.
8. Preference for residential courses.
9. Implementation of projects without franchising, subletting or outsourcing training activities.

Preferred / Priority Sectors

Agencies that can run courses from the SSC-listed sectors on the DDU-GKY website may apply. The EOI mentions the following indicative priority sectors:

1. Retail
2. Apparel, Made-ups & Home Furnishing
3. Healthcare
4. IT-ITeS
5. Telecom
6. Tourism & Hospitality
7. Futuristic Job Roles

Other high-demand and aspirational courses may also be considered subject to the decision of the SRLM.

Project Categories and Project Size

Pre-Qualification and Eligibility Criteria

To apply for the project, the applicant entity should meet the following eligibility requirements:

1. The applicant must be a registered legal entity under applicable laws such as Indian Trust Act, State Society Registration Act, Cooperative Societies Act, Multi-State Cooperative Societies Act, Companies Act 2013, Limited Liability Partnerships Act 2008, or SHGs and their federations such as Cluster Level Federation / Block Level Federation.
2. Government or semi-government organisations at state or national level may also apply.
3. NGOs must be registered with NITI Aayog’s Darpan Portal.
4. The entity should be more than three years old at the time of application, except in the case of start-ups.
5. The applicant can apply under only one category.
6. The applicant must not be involved in franchising, subletting or outsourcing any training-related activity.
7. The applicant must not be blacklisted by any donor agency, State Government, Central Government or competent authority.
8. The net worth of the entity must be positive.
9. The applicant must adhere to UPSDM and DDU-GKY scheme norms, as amended from time to time.

Non-Eligibility Conditions

The following entities are not eligible to apply:

1. Existing PIAs that have DDU-GKY projects sanctioned and have recovery proceedings going on.
2. Existing PIAs that were unable to place 50% of trained candidates under DDU-GKY 1.0 till the date of application.
3. Agencies whose key managerial personnel were earlier associated with defaulting PIAs where recovery proceedings were initiated.
4. Sister concerns or subsidiaries of organisations against whom recovery of funds has been initiated.
5. Agencies having directors involved in earlier defaulting DDU-GKY agencies.
6. Agencies blacklisted by any State or Central Government.
7. Consortium applicants.

UPSDM may reject or terminate applications at any stage if negative feedback or poor performance records are received from competent authorities.

Financial Criteria

Fee Details

Interested agencies having PRN allotted from MoRD may apply through the online portal by paying the non-refundable requisite fee of ₹25,000 for Initial Screening.

Agencies clearing the initial screening will be required to deposit ₹1,25,000 plus GST for Qualitative Appraisal.

Submission Guidelines

1. Applications must be submitted online through the MoRD portal: https://kaushal.rural.gov.in.
2. Interested agencies must have PRN allotted from MoRD.
3. Applicants must read the DDU-GKY Guidelines and Standard Operating Procedures carefully before applying.
4. Agencies must apply within 30 days from publication of the EOI.
5. Applicants may apply for districts in any category; however, priority will be given to aspirational districts and projects covering special categories such as persons with disabilities, manual scavengers and women-headed households.
6. Final allocation of targets, districts and trades will be at the discretion of UPSDM.
7. Agencies must bear the expenses for initial screening and qualitative appraisal.

Important Dates

Placement and Outcome Requirements

The core outcome of the DDU-GKY programme will remain placement. The EOI specifies the following outcome expectations:

Placement will be considered valid only after verifiable proof is provided. This may include salary proof through bank transfer for wage employment, service charges in case of gig employment, or income proof in case of self-employment.

Document Checklist

Applicants should keep the following documents ready while submitting the online application:

1. Organisation registration certificate / incorporation certificate.
2. Trust deed, society registration document, MoA, AoA, LLP agreement or relevant legal constitution document.
3. PAN, GST and other statutory registrations, as applicable.
4. NITI Aayog Darpan registration certificate, if the applicant is an NGO.
5. PRN allotted by MoRD.
6. Audited financial statements.
7. Certificate or proof confirming positive net worth.
8. Category-specific experience documents:
   1. Captive employer proof with ESIC/PF human resource details.
   2. DDU-GKY 1.0 placement achievement proof for existing PIAs.
   3. Work orders, completion certificates or performance documents for PMKVY, SANKALP, state skill projects or similar projects.
   4. DPIIT recognition certificate for start-ups.
9. Non-blacklisting affidavit or declaration.
10. Undertaking for no franchising, subletting or outsourcing of training activities.
11. Board resolution / authorisation letter for authorised signatory.
12. Bank details and cancelled cheque.
13. Proposed district, trade and target details.
14. Training centre capacity and infrastructure details.
15. Placement tie-ups / employer linkage documents.
16. Fee payment proof for initial screening.
17. Undertaking to comply with DDU-GKY Guidelines, SOPs and UPSDM instructions.
