Scope of Work

Selected PIAs will be responsible for implementing DDU-GKY 2.0 training programmes as per SEEDAP and Ministry of Rural Development guidelines. The broad scope includes:

  1. Mobilisation of eligible rural youth, with preference to poor rural unemployed youth, SC/ST communities, women and differently abled candidates.
  2. Registration of mobilised candidates on SEEDAP and Kaushal portals with Aadhaar-linked identity.
  3. Establishment or use of dedicated training centres with required infrastructure, equipment and compliance with DDU-GKY 2.0 SOP.
  4. Deployment of qualified and certified trainers with valid Sector Skill Council certification.
  5. Conduct of NSQF/NQR-aligned training programmes as per approved curriculum.
  6. Maintenance of attendance through FRS/Aadhaar-enabled biometric attendance system or any system approved by MoRD, Government of India or State Government.
  7. CCTV/IP-enabled monitoring, videography, photography and proper documentation of training batches.
  8. Mandatory video conferencing facility at training centres.
  9. On-the-job training wherever applicable as per trade and qualification pack requirements.
  10. Internal assessments, final assessment and certification through Sector Skill Councils or other approved agencies.
  11. Placement of trained and certified candidates as per programme requirements.
  12. Maintenance of post-placement tracking records for at least 6 months from first verification.
  13. Submission of placement proof, salary details, employer feedback and candidate verification data to SEEDAP.

Placement Requirements

The EOI places strong emphasis on employment outcomes. At least 90% of trained candidates are required to be placed. Wage employment, self-employment and GIG employment are considered as valid placements, subject to programme norms.

Out of the required placement target, wage employment should constitute up to 70%, while self-employment / GIG employment can be considered up to a maximum of 20%. A placement will be considered valid only if the candidate has continuously worked for a period of six months.

In the captive employment model, at least 70% of trained candidates must be absorbed by the applicant PIA in its own organisation or subsidiary organisation.

Eligibility Criteria

Eligible applicant PIAs may apply under any one of the following categories:

Non-Eligibility Conditions

The following applicants may be treated as non-eligible:

  1. Existing PIAs with sanctioned DDU-GKY projects where recovery proceedings are ongoing.
  2. Existing PIAs unable to place 50% of trained candidates under DDU-GKY.
  3. Skilling agencies having key managerial personnel earlier associated with defaulting PIAs against whom recovery proceedings were initiated.
  4. Sister concerns or subsidiaries of organisations against whom default action or recovery of funds has been initiated.
  5. Agencies having directors involved in earlier defaulting DDU-GKY agencies.
  6. Skilling agencies blacklisted by the Government.
  7. Consortium applicants; consortium participation is not allowed.

Financial Criteria and Payment Terms

The EOI does not specify minimum turnover, net worth or estimated project cost. However, applicants must pay the applicable proposal processing fee and, if shortlisted after initial screening, the qualitative appraisal fee.

Payments to PIAs will be released in four instalments, subject to DDU-GKY 2.0 guidelines, Ministry revisions and budget availability.

Target Allocation

The final decision on target allocation will rest with the Project Approval Committee.

Submission Guidelines

Applicants must submit proposals online through the Kaushal portal. The following instructions should be followed:

  1. Interested agencies must register with the Ministry of Rural Development on kaushal.rural.gov.in and obtain a Permanent Registration Number (PRN).
  2. Proposals must be submitted online with all annexures and relevant supporting documents.
  3. Scanned copies of certificates, eligibility documents and other required documents must be uploaded online.
  4. Applicants must sign the uploaded statements, documents and certificates, taking responsibility for correctness and authenticity.
  5. Proposal processing fee details must be uploaded while submitting the online proposal.
  6. Proposals submitted without processing fee will be rejected.
  7. Proposals submitted by fax, email or offline mode will not be considered.
  8. Once documents are submitted, applicants will not have the right to modify or rectify them.
  9. Applicants should regularly check the SEEDAP website for notices, corrigendum, amendments or clarifications.
  10. SEEDAP will not be responsible for technical delays during online submission.
