Scope of Work
The selected Project Implementing Agencies will be responsible for implementing DDU-GKY 2.0 skill development projects in Odisha as per the applicable guidelines, SOPs, notifications, and instructions issued by the Ministry of Rural Development and ORMAS.
The broad scope of work includes:
- Implementation of placement-linked skill development training programs for rural youth in Odisha.
- Training candidates in eligible job roles aligned with NSQF / NOS / QP requirements.
- Ensuring quality training delivery through approved training centres and required infrastructure.
- Mobilisation, counselling, training, certification, placement, and post-placement support of candidates as per DDU-GKY 2.0 norms.
- Achieving placement outcomes, including minimum 70% placement as applicable under DDU-GKY guidelines.
- Compliance with DDU-GKY 2.0 SOP, operational guidelines, notifications, and monitoring requirements.
- Participation in proposal appraisal, documentation, and field verification processes as required by ORMAS / NABCONS / PAC.
- Implementation of captive employment projects where applicable, subject to eligibility and approval.
Pre-Qualification Criteria
Agencies applying for empanelment must meet the eligibility and documentation requirements specified under the EOI and DDU-GKY 2.0 guidelines.

Ineligibility Criteria
Applicants may be treated as ineligible if they fall under any of the following conditions:
- Existing PIAs with DDU-GKY projects sanctioned and recovery proceedings pending.
- Existing PIAs with poor placement achievement below 50% of trained candidates.
- Agencies or officials associated with defaulting PIAs, as per applicable norms.
- Sister concerns, subsidiaries, or organizations against which default action or fund recovery has been initiated.
- Agencies whose directors are associated with earlier defaulting DDU-GKY agencies.
- Blacklisted skilling agencies.
- Consortium applicants.

Submission Guidelines
- Proposals must be submitted online through the DDU-GKY portal: kaushal.rural.gov.in.
- Applicants must use the prescribed format and submit all required annexures and supporting documents.
- Proposals submitted by fax, email, or any offline mode will not be considered.
- Applicants must ensure that all information and documents are accurate and complete.
- False, fabricated, or bogus documents may lead to blacklisting and legal action.
- Applicants are advised to submit proposals well before the deadline to avoid last-minute technical issues.
- ORMAS will not be responsible for delays due to technical issues at the applicant’s end.
- Any amendments, corrigendum, or clarifications will be published on the ORMAS website and/or DDU-GKY portal.
- ORMAS reserves the right to accept, reject, amend, or cancel the EOI process without assigning any reason.
- Proposal appraisal will be conducted by NABARD Consultancy Services (NABCONS) as the Proposal Appraisal Agency.
