Scope of Work
The selected Project Implementing Agencies will be responsible for implementing DDU-GKY 2.0 skilling projects in Himachal Pradesh. The broad scope includes:
- Mobilization of eligible rural poor youth from any district of Himachal Pradesh.
- Conducting residential skill training courses under DDU-GKY 2.0.
- Delivering training of minimum 3 months with at least 576 training hours.
- Ensuring 396 hours of domain training and 180 hours of non-domain training, wherever applicable.
- Offering job roles and trades aligned with current and emerging industry requirements.
- Ensuring placement-linked training with a minimum 70% placement outcome.
- Providing verifiable placement proof, including salary bank statements, service charge records for gig employment, or income proof for self-employment.
- Ensuring placement retention for a minimum period of 6 months.
- Giving priority to aspirational districts, tribal areas, persons with disabilities, manual scavengers, women-headed households and special category beneficiaries, wherever applicable.

Pre-Qualification Criteria
Eligible applicants may include:
- Captive Employers.
- Existing PIAs having more than 50% placement performance under DDU-GKY.
- Skilling agencies with no prior DDU-GKY experience.
- Start-ups in the skilling sector recognized by DPIIT, Ministry of Commerce and Industry, Government of India.
- Government or semi-government organizations at State or National level.
- Registered entities under applicable laws, including Trusts, Societies, Cooperative Societies, Companies, LLPs, SHGs or their federations, as permitted under DDU-GKY 2.0 Guidelines.
Eligibility Criteria
To apply under this EOI, the applicant agency must satisfy the following conditions:
- The entity should be legally registered under applicable Indian laws.
- NGOs must be registered on NITI Aayog’s Darpan Portal.
- The applicant entity should be more than 3 years old on the date of application, except recognized start-ups.
- The applicant should possess a valid PRN under DDU-GKY 2.0, wherever applicable.
- Agencies must comply with DDU-GKY 2.0 Guidelines, SOPs, notifications and instructions issued by MoRD and HPSRLM.
- Agencies should be capable of mobilizing eligible candidates from Himachal Pradesh.
- Agencies must be able to offer market-linked placements and job roles aligned with industry demand.
Ineligibility Conditions
The following entities may not be eligible to apply:
- Existing PIAs against whom recovery proceedings under DDU-GKY are pending or initiated.
- Existing PIAs that failed to place at least 50% of trained candidates under DDU-GKY.
- PIAs that abandoned any project or whose projects were foreclosed due to poor performance.
- Agencies having unresolved legal disputes with HPSRLM / MoRD relating to DDU-GKY or similar skill development projects.
- Agencies whose key managerial personnel, directors, trustees, partners, office bearers or related parties were associated with defaulting PIAs.
- Sister concerns, subsidiaries, holding companies or associate entities of defaulting organizations.
- Agencies blacklisted, debarred or suspended by any Central Government, State Government, PSU, statutory authority or government agency.
- Consortiums or joint applications.
- Agencies proposing subletting, assignment, transfer or outsourcing of training or placement obligations, unless specifically permitted under applicable guidelines.
Financial Criteria

Interested agencies must submit applications through the official MoRD portal:

Applicants must carefully read the DDU-GKY 2.0 Guidelines, Standard Operating Procedures, notifications, orders and instructions issued by MoRD and HPSRLM before submitting the application.
The application must be submitted online along with the required non-refundable initial screening fee. Payment of the appraisal fee does not guarantee selection, sanction, empanelment or allotment of targets.

Placement and Remuneration Conditions
The core outcome of DDU-GKY 2.0 is placement. The EOI specifies the following placement-related conditions:
- Minimum placement should be 70% of trained candidates.
- Wage employment should be minimum 50%.
- Self-employment / gig employment should be maximum 20%, or as prescribed by MoRD.
- Minimum placement retention period should be 6 months.
- Minimum remuneration in India should be ₹10,000 per candidate per month or applicable semi-skilled minimum wage, whichever is higher.
- For placements outside India, minimum remuneration should be ₹25,000 per candidate per month.
- Cross-sector placement is discouraged where the acquired skill is not utilized.
