Scope of Work

The selected Project Implementing Agencies will be responsible for implementing DDU-GKY 2.0 skilling projects in Himachal Pradesh. The broad scope includes:

1. Mobilization of eligible rural poor youth from any district of Himachal Pradesh.
2. Conducting residential skill training courses under DDU-GKY 2.0.
3. Delivering training of minimum 3 months with at least 576 training hours.
4. Ensuring 396 hours of domain training and 180 hours of non-domain training, wherever applicable.
5. Offering job roles and trades aligned with current and emerging industry requirements.
6. Ensuring placement-linked training with a minimum 70% placement outcome.
7. Providing verifiable placement proof, including salary bank statements, service charge records for gig employment, or income proof for self-employment.
8. Ensuring placement retention for a minimum period of 6 months.
9. Giving priority to aspirational districts, tribal areas, persons with disabilities, manual scavengers, women-headed households and special category beneficiaries, wherever applicable.

Target Distribution

Pre-Qualification Criteria

Eligible applicants may include:

1. Captive Employers.
2. Existing PIAs having more than 50% placement performance under DDU-GKY.
3. Skilling agencies with no prior DDU-GKY experience.
4. Start-ups in the skilling sector recognized by DPIIT, Ministry of Commerce and Industry, Government of India.
5. Government or semi-government organizations at State or National level.
6. Registered entities under applicable laws, including Trusts, Societies, Cooperative Societies, Companies, LLPs, SHGs or their federations, as permitted under DDU-GKY 2.0 Guidelines.

Eligibility Criteria

To apply under this EOI, the applicant agency must satisfy the following conditions:

1. The entity should be legally registered under applicable Indian laws.
2. NGOs must be registered on NITI Aayog’s Darpan Portal.
3. The applicant entity should be more than 3 years old on the date of application, except recognized start-ups.
4. The applicant should possess a valid PRN under DDU-GKY 2.0, wherever applicable.
5. Agencies must comply with DDU-GKY 2.0 Guidelines, SOPs, notifications and instructions issued by MoRD and HPSRLM.
6. Agencies should be capable of mobilizing eligible candidates from Himachal Pradesh.
7. Agencies must be able to offer market-linked placements and job roles aligned with industry demand.

Ineligibility Conditions

The following entities may not be eligible to apply:

1. Existing PIAs against whom recovery proceedings under DDU-GKY are pending or initiated.
2. Existing PIAs that failed to place at least 50% of trained candidates under DDU-GKY.
3. PIAs that abandoned any project or whose projects were foreclosed due to poor performance.
4. Agencies having unresolved legal disputes with HPSRLM / MoRD relating to DDU-GKY or similar skill development projects.
5. Agencies whose key managerial personnel, directors, trustees, partners, office bearers or related parties were associated with defaulting PIAs.
6. Sister concerns, subsidiaries, holding companies or associate entities of defaulting organizations.
7. Agencies blacklisted, debarred or suspended by any Central Government, State Government, PSU, statutory authority or government agency.
8. Consortiums or joint applications.
9. Agencies proposing subletting, assignment, transfer or outsourcing of training or placement obligations, unless specifically permitted under applicable guidelines.

Financial Criteria

The EOI does not specify any minimum average annual turnover or net worth requirement. However, applicants should ensure compliance with the applicable DDU-GKY 2.0 Guidelines, SOPs and portal-based appraisal requirements.

Submission Guidelines

Interested agencies must submit applications through the official MoRD portal:

Applicants must carefully read the DDU-GKY 2.0 Guidelines, Standard Operating Procedures, notifications, orders and instructions issued by MoRD and HPSRLM before submitting the application.

The application must be submitted online along with the required non-refundable initial screening fee. Payment of the appraisal fee does not guarantee selection, sanction, empanelment or allotment of targets.

Key Deadlines

Placement and Remuneration Conditions

The core outcome of DDU-GKY 2.0 is placement. The EOI specifies the following placement-related conditions:

1. Minimum placement should be 70% of trained candidates.
2. Wage employment should be minimum 50%.
3. Self-employment / gig employment should be maximum 20%, or as prescribed by MoRD.
4. Minimum placement retention period should be 6 months.
5. Minimum remuneration in India should be ₹10,000 per candidate per month or applicable semi-skilled minimum wage, whichever is higher.
6. For placements outside India, minimum remuneration should be ₹25,000 per candidate per month.
7. Cross-sector placement is discouraged where the acquired skill is not utilized.

5. NITI Aayog Darpan registration certificate for NGOs.
6. DPIIT start-up recognition certificate, if claiming start-up eligibility.
7. Organizational profile and experience details.
8. Details of past DDU-GKY or skill development projects, if applicable.
9. Placement performance records, especially for existing PIAs.
10. Proposed project plan, training sectors, job roles and target locations.
11. Candidate mobilization strategy for Himachal Pradesh.
12. Placement and employer tie-up documents, especially for captive employers.
13. Declaration regarding non-blacklisting / non-debarment.
14. Declaration regarding no pending recovery proceedings or unresolved disputes.
15. Fee payment proof / UTR details for initial screening fee.
16. GST and PAN details, if applicable.
17. Authorized signatory details and authorization letter.
18. Bank details and cancelled cheque.
19. Any other documents required under DDU-GKY 2.0 Guidelines, SOPs or the online portal.
