Scope of Work
The selected DPMC agency will provide end-to-end consultancy support for setting up the World Skills Center and Employability Hub. The scope includes:
1. DPR Preparation
The consultant will prepare a comprehensive Detailed Project Report covering technical, financial, architectural, infrastructure and implementation aspects of the project.
2. Survey and Site Investigation
The DPMC will conduct topographical surveys, geo-technical investigations, soil investigations, engineering surveys, site assessment and cost estimation. The cost of these investigations will be borne by the consultant.
3. Layout and Master Planning
The agency will prepare the site master plan, zoning, circulation plan, land-use layout, academic and administrative block planning, laboratory-support areas, amenities, utilities and infrastructure plans.
4. Financial and Viability Analysis
The consultant will prepare detailed CAPEX and OPEX estimates and assess the financial feasibility and viability of the project.
5. Coordination with Knowledge Partner
The DPMC must coordinate with the Government Knowledge Partner for laboratory and equipment requirements. The Lab Requirement & Interface Document will be treated as a mandatory design input for building planning, services and civil works.
6. Bid Process Management
The consultant will prepare the bid document for selection of the contractor / implementing agency, including BOQ, eligibility criteria, evaluation parameters, bid formats, performance standards and contractual terms.
7. Bid Evaluation Support
The DPMC will assist the Directorate in technical and financial bid evaluation, preparation of comparative statements, evaluation reports, bidder clarifications, presentations and recommendations.
8. Contract Finalization Support
The consultant will assist in selection of the construction agency, contract drafting, negotiations, risk allocation, performance guarantee terms and implementation timelines.
9. Project Execution Monitoring
The consultant will monitor project execution until completion and handover. This includes site visits, quality assurance checks, progress reviews, milestone verification, bill verification, risk reporting, coordination with contractors and preparation of final completion report.

Pre-Qualification / Eligibility Criteria
Interested bidders must satisfy the minimum eligibility conditions mentioned in the RFP. Key requirements include:
- The bidder must be a company registered under the Indian Companies Act, 1956/2013, or a partnership firm registered under the Indian Partnership Act, 1932, or an LLP registered under the LLP Act, 2008.
- The bidder must be a single entity. Consortium, joint venture, sub-letting and sub-contracting are not allowed.
- The bidder must have at least 7 years of experience in Programme / Project Management Consultancy Services in the construction sector.
- The bidder must have minimum average annual turnover of ₹13 crore from consultancy services in any three of the last five completed and audited financial years.
- The bidder must have completed similar assignments in the infrastructure / construction sector under Central Government, State Government or PSUs during the last seven financial years.
- The bidder should have experience in at least one completed project with minimum 3-star GRIHA certification during the last seven years.
- The bidder must have at least 10 full-time technical professionals on payroll.
- The bidder must hold valid ISO 9001:2015 and ISO/IEC 20000-1:2018 certifications relevant to consultancy / project management services.
- The bidder must not have been blacklisted or debarred by Central Government, State Government, statutory authority or PSU.
- The bidder must submit Power of Attorney in favour of the authorized signatory.
Relevant Experience Criteria
The bidder must have successfully completed similar assignments in the infrastructure / construction sector under Central / State Government / PSUs during the last seven financial years, meeting any one of the following conditions:

- Technical proposal must not contain any financial information.
- Financial proposal must be submitted through the BOQ format on the e-Procurement portal.
