Scope of Work
The selected NGO/VO/agency will support DPR preparation activities under CEPMIZ Phase-II in Tumkur district. The broad scope includes:
1. Awareness Creation and Community Mobilisation
The agency will conduct village-level awareness programmes to inform local communities about the project objectives, implementation process and community participation requirements. Activities include:
- Gram Sabha meetings
- Jathas / public mobilisation campaigns
- Street plays
- Wall writing / wall painting
- Leaflet, brochure and pamphlet distribution
- Documentation of awareness activities through photographs and videos
2. Institution and Capacity Building
The agency will support the formation and strengthening of community-based organisations, including:
- Self Help Groups
- User Groups
- Watershed Committees
- Executive / implementation-related community structures wherever required
The activities will include identification of vulnerable families, farmer engagement, community meetings, group formation, record maintenance and support for participation in watershed planning.
3. Baseline Survey and Data Upload
The agency must conduct baseline survey activities, collect household and field-level data, compile survey details, upload required information in the web application and submit geotagged photographs during survey documentation.
4. PRA Exercise, Traverse Survey and Net Planning
The selected agency will conduct PRA exercises, traverse surveys and net planning activities using project maps and field-level information. These activities will help identify suitable interventions for watershed development and related livelihood activities.
5. Beneficiary Identification
The agency will assist in identifying beneficiaries for activities such as horticulture, forestry, production systems, livelihood activities, livestock and SCN / drainage line-related works, as applicable under the project.
6. Assistance in DPR Preparation
The agency will assist PIAs and the District Joint Director of Agriculture by providing field data, survey details, planning inputs, community records and beneficiary information required for DPR preparation as per KMERC guidelines.
7. Reporting and Exit Protocol
The agency must submit progress reports and final documentation as per timelines. After approval of DPR by KMERC, the agency must complete exit protocol and submit a report on activities performed.
Eligibility Criteria
Eligible bidders include VOs, NGOs, agencies or legal entities registered in India under the relevant Act, or institutions established under any Act of Government of India or State Government.
Key eligibility requirements include:
- The agency must be legally registered and in existence for the required period.
- The agency must have valid registration / incorporation certificate and renewal certificate for 2025–26.
- The agency must be registered on NGO Darpan Portal of NITI Aayog with a unique ID.
- GST registration certificate is required.
- The agency must have filed Income Tax Returns for the last five financial years: 2020–21, 2021–22, 2022–23, 2023–24 and 2024–25.
- The agency should not be barred, blacklisted or debarred by any Central Government, State Government, PSU, World Bank or other bilateral/multilateral consultant.
- The agency must have experience in agriculture, watershed, natural resource management or livelihood projects.
- The agency must be capable of working with farmers and landless people in Karnataka.
- Officials and staff are expected to read, write and speak Kannada fluently.
- The agency should have Android mobile phones and knowledge of mobile app and web application usage.
- The selected NGO should not subcontract the assigned task.

Bidders must submit proposals through the Karnataka Public Procurement Portal. Technical and pre-qualification documents must be uploaded in the appropriate folders. A sealed hard copy of the uploaded technical documents must also be submitted to the office of the Joint Director of Agriculture, Tumkur, by the specified deadline.
