Scope of Work

The tender aims to select an eligible organisation or operator for setting up and operating a Flying Training Institute at Mandvi Airstrip. The selected organisation will be responsible for providing ground training and flying training as per applicable DGCA rules and aviation safety norms.

The selected service provider must set up all required infrastructure, arrange adequate technical staff, support manpower, safety equipment, and operational resources for safe flying training operations. The flying training services must be operational within 18 months from the date of signing the agreement, with a possible extension of up to 3 additional months subject to approval of the competent authority.

The Mandvi Airstrip facility includes approximately 72 hectares of land, a 1500 m x 30 m runway, taxiway/taxi-link facility, administrative building, and VIP lounge.

Pre-Qualification Criteria

Bidders must meet the basic technical and statutory criteria prescribed in the tender. The tender is intended for DGCA-approved Flying Training Organisations or agencies providing flying training services.

Key pre-qualification requirements include:

1. The bidder should be a company registered in India, or in case of proprietorship, must have valid GST registration.
2. The bidder should not be blacklisted by DGCA, BCAS, AAI, airport operators, government authorities, or public sector undertakings.
3. The Flying Training Institute must have PAN/TAN of Income Tax.
4. The bidder must have valid GST registration.
5. The bidder must submit relevant proof of establishment, DGCA approval details, security clearance details, AAI NOC details, if applicable, and financial turnover details for the last three completed years.

Eligibility Criteria

Eligible bidders include aviation training organisations, flying training institutes, and service providers that are capable of operating fixed-wing flying training activities in accordance with DGCA and other aviation regulatory requirements.

The organisation must be able to arrange all operational infrastructure required for flying training, including safety arrangements, manpower, clearances, and airstrip-related operational maintenance requirements. The selected bidder will also be responsible for obtaining necessary approvals and clearances from relevant authorities for each flying operation.

Financial Criteria

The tender does not specify a minimum average annual turnover amount or minimum net worth requirement. However, bidders are required to submit financial turnover details for the last three completed years, along with documentary evidence including Income Tax returns.

The financial bid will be evaluated on the basis of the highest quoted annual fee above the minimum base price. The minimum base price is ₹37,75,000 per annum excluding GST, and bids below this amount will be considered ineligible.

The successful bidder will be required to pay annual charges. For the first year, payment will be made quarterly in equal instalments. For the remaining nine years, payment must be made annually in advance at least 30 days before the cycle year. The assigned annual amount will increase by 5% every year.

Tender Fee and EMD

The tender fee is ₹2,950 including GST, non-refundable, payable through Demand Draft in favour of Gujarat State Aviation Infrastructure Company Ltd, payable at Ahmedabad.

The EMD amount is ₹1,00,000, payable through Demand Draft in favour of Gujarat State Aviation Infrastructure Company Ltd. (GUJSAIL), payable at Ahmedabad. The EMD must be drawn from eligible banks as specified in the tender. Cash payment is not acceptable. The tender clearly states that exemption certificates will not be accepted in place of EMD.

Proposals not accompanied by the tender fee and EMD will be rejected as non-responsive.

Submission Guidelines

The tender follows a combined submission process:

Financial Bid:
The financial bid must be submitted online only through the N-Procure portal in the format provided in Appendix B. Bidders must not include price details in the technical bid or physical documents.

Technical Bid:
The technical bid, along with required supporting documents, tender acceptance form, original tender fee, and original EMD, must be submitted in a sealed envelope by post, courier, or by hand.

The envelope should clearly mention:
“Tender for set up of Flying Training Institute at MANDVI Airstrips of Gujarat State.”

The physical documents must be submitted to:
Director, Civil Aviation, GUJSAIL Complex, Near Torrent Power Substation, SVPI Airport, Ahmedabad – 380004.

Bids submitted late, incomplete, conditional, or without required fee/EMD may be rejected.

Important Deadlines

Pre-Bid Meeting Details

The pre-bid meeting will be held on 08 June 2026 at 12:00 hrs. The meeting will be available in both physical and virtual modes.

Physical meeting venue:
Office of Director Civil Aviation, GUJSAIL Complex, Near Torrent Substation, SVPI Airport, Ahmedabad, Gujarat – 380004.

For virtual participation, bidders must request the meeting link by email at least 24 hours in advance.

Evaluation and Selection Process

The tender will be evaluated in two stages: technical qualification and financial evaluation. Only technically qualified bidders will be considered for financial evaluation.

The bidder quoting the highest annual fee above the minimum base price will be considered for selection. The tender mentions that the highest bidder will be selected for the individual slot, subject to compliance with tender terms and final decision of the authority.

A minimum of two bids must be received for any single slot for allocation and comparison. If the H1 bidder fails to execute the agreement within 30 days of the Letter of Award, the H2 bidder may be invited for negotiation at a price not less than the H1 amount.
