Scope of Work

The selected agency will be responsible for planning, implementation, training delivery, monitoring and reporting of capacity building and IEC/BCC-related activities across Municipal Corporation Panipat.

The broad scope includes:

1. Training Needs Assessment

The agency will conduct a baseline assessment and gap analysis to identify skill gaps among municipal officials, sanitation workers and other stakeholders. A Training Needs Assessment Report will be submitted in alignment with SBM-U 2.0 guidelines and MSW Rules 2016.

2. Curriculum and Module Development

The agency will develop customized training modules, manuals, presentations, SOPs, IEC materials, audio-visual content and case studies. The training content should be bilingual, covering English and Hindi.

3. Training Delivery

The agency will conduct classroom training, workshops and seminars for officials and supervisors. It will also undertake practical and on-site training, field demonstrations and exposure visits to model ULBs and waste processing facilities.

4. Capacity Building Support

The agency must deploy qualified trainers and subject matter experts and provide logistical and administrative support for effective execution of the training programme.

5. Monitoring and Reporting

The selected agency will conduct pre-training and post-training assessments, maintain attendance records and participant databases, develop a digital MIS/dashboard for progress tracking, submit monthly progress reports with geo-tagged photographs and submit a final completion report with outcomes and recommendations.

Target Participants

The programme will follow a tiered approach covering multiple stakeholder groups.

Tier 1: Strategic and Executive Level

Participants may include elected representatives, Municipal Commissioner, Executive Officers, Executive Engineers and Heads of Departments. Focus areas include policy formulation, strategic planning, financial management, PPP models, data-driven governance and SBM-U compliance.

Tier 2: Operational and Supervisory Level

Participants may include Sanitary Inspectors, Junior Engineers, Supervisors, IT Officials and SWM/LWM supervisory staff. Focus areas include SWM Rules implementation, monitoring, DPR preparation, grievance redressal, MIS reporting and performance monitoring.

Tier 3: Grassroots and Field Level

Participants may include Safai Mitras, sanitation workers and field supervisors. Focus areas include source segregation, PPE usage, safety practices, community interaction, door-to-door awareness and hygiene protocols.

Eligibility Criteria

Interested bidders must be legally registered entities such as NGOs, Trusts, Associations, Societies, Section 8 Companies or similar eligible organizations with relevant experience in IEC, capacity building, SBM, waste management or similar assignments.

Mandatory requirements include:

  • Principal place of business details
  • Authorization / Power of Attorney for signatory
  • PAN Card
  • GST Certificate
  • Non-blacklisting undertaking
  • Proof of immovable property or self-certification that the bidder does not have any property
  • Cancelled cheque / proof of bank account
  • Proof of address

Financial Criteria

The bidder must have a minimum average annual financial turnover during the last three financial years ending 31 March of the previous financial year. The turnover should not be less than 70% of the value of work, certified by a Chartered Accountant.

Financial Evaluation

The financial score will be calculated using the formula:

Sf = (Fm / F) × 100

Where Sf is the financial score, Fm is the lowest financial bid, and F is the financial bid under consideration.

Final Selection

The final QCBS score will be calculated as:

Final Score = (Technical Score × 70%) + (Financial Score × 30%)

Tender Fee and EMD

Bidders must pay the applicable tender fee and EMD online through the Haryana e-tender portal. The EMD amount is Rs. 1,00,000. The tender fee is non-refundable.

Submission Guidelines

Penalty and Termination

Municipal Corporation Panipat may impose penalties for non-performance, delay, poor quality execution, non-deployment of manpower, late reporting or non-compliance of instructions.

Repeated failure to achieve project deliverables may lead to termination of the contract. In case of termination, Municipal Corporation Panipat may forfeit the EMD or security deposit and may engage another agency at the risk and cost of the defaulting agency.
