Scope of Work
The tender is divided into two parts:
Part A – CBTMS Design & Implementation
  1. Design, development, testing, and implementation of a Computer Based Training Management System (CBTMS).
  2. Development of interactive training videos for CMRL Operations.
  3. Supply, installation, testing, and commissioning of all required hardware and software components.
  4. Software integration, system configuration, and Go-Live support.
  5. Provision of training, spares, and consumables.
Part B – Comprehensive Annual Maintenance Contract (CAMC)
  1. Comprehensive AMC for both software and hardware deliverables.
  2. Maintenance period of 5 years after completion of the Defects Liability Period (DLP).
Contract Duration
  1. Total Duration: 6 years and 6 months
    1. 6 months: Design, development, installation, and Go-Live
    2. 1 year: Defects Liability Period (DLP)
    3. 5 years: Comprehensive AMC
Pre-Qualification & Eligibility Criteria
Legal Eligibility
  1. Indian Company / Partnership / Proprietorship / Consortium / JV (up to 3 members).
  2. Foreign companies permitted if registered in India.
  3. Consortium must submit a Joint Bidding Agreement with joint and several liability.
  4. Bidders must comply with Make in India and land border country procurement norms.
Technical Experience
The bidder must have experience in CBTMS / LMS / e-Learning solutions during 01 Jan 2020 to bid submission date, meeting any one of the following:
  1. 3 similar works each costing ≥ ₹34.6 lakh, or
  2. 2 similar works each costing ≥ ₹43 lakh, or
  3. 1 similar work costing ≥ ₹69 lakh
Similar Work Includes:
CBTMS, LMS, WBT, e-Learning platforms, interactive or gamified training systems implemented for Metro Rail, Government, PSU, Corporate, MNCs, or recognized institutions.
Financial Criteria
  1. Average Annual Turnover: Minimum ₹26 lakh in any 3 of the last 5 financial years.
  2. Net Worth: Positive net worth in at least 3 of the last 5 financial years.
  3. The bidder must be a profit-making entity in the preceding three financial years.

  1. ₹87,000/-

  3. Exemption: Micro & Small Enterprises (MSEs) with valid UDYAM registration (relevant to scope).
Submission Guidelines
  1. Bids must be submitted online only through the CPP Portal.
  2. Separate uploads for:
    1. Packet A: Techno-Commercial Bid (including EMD/Tender Fee documents)
    2. Packet B: Financial Bid (BOQ in prescribed Excel format)
  3. Tender validity: 180 days from the last date of submission.
  4. Financial bids will be opened only for technically qualified bidders.
