Tender Fee & Earnest Money Deposit (EMD)

Scope of Work

  1. The project involves the execution of public health services infrastructure at the Industrial Training Institute, Husainpura. The work includes:
  2. Public health engineering services
  3. Installation and execution as per approved technical specifications
  4. Completion within 3 months
  5. Compliance with quality assurance and safety standards
  6. Deployment of required manpower, equipment, and resources
  7. The contractor will be responsible for complete execution as per BOQ, drawings, specifications, and contract conditions.

Eligibility Criteria

Legal Eligibility

  1. The bidder may be:
  2. Individual Contractor
  3. Proprietorship Firm
  4. Partnership Firm
  5. Limited Company / Corporation

Consortium/Joint Ventures are not permitted.

 Enlistment Requirement

  1. For works up to ₹50 Lakhs:
  2. Valid enlistment with Punjab Water Supply & Sanitation Department under appropriate class & category OR
  3. If not enlisted, bidder must fulfill qualification criteria including turnover and work experience.

Technical Qualification Criteria

  1. The bidder must have completed in the last 5 years:
  2. One similar work of at least 80% of estimated cost
    OR
  3. Two similar works each of at least 50% of estimated cost
    OR
  4. Three similar works each of at least 40% of estimated cost
  5. (Similar work as defined in Bid Data Sheet)

 Financial Criteria

  1. Minimum annual turnover equal to 40% of estimated cost in any one of the last 5 financial years (FY 2019-20 to 2023-24)
  2. Availability of credit line equal to 10% of contract value (Bank certificate not older than 3 months)
  3. Undertaking to invest 25% of contract value during execution
  4. Positive bid capacity as per formula:
    Bid Capacity = (A × N × 3 – B)
Where:
  1. A = Maximum value of civil works executed in one year (last 5 years)
  2. N = Completion period in years
  3. B = Existing commitments

Key Personnel & Equipment

  1. Bidders must demonstrate availability of:
  2. Required key technical personnel
  3. Critical machinery & equipment (owned or leased)
  4. Construction methodology & work program

Financial Bid

  2. Rates to be quoted as:
  3. All taxes and duties must be included in quoted price

 Performance Security

  1. 5% of Contract Price
  2. Additional security applicable for unbalanced bids
  3. To be submitted within 15 days of Letter of Acceptance
Evaluation Method
  1. Two-stage evaluation:
  2. Technical Qualification
  3. Financial Evaluation (L1 basis)
  4. Contract awarded to the lowest evaluated responsive bidder
