The Rural Development Special Division, Chatra under the Government of Jharkhand has invited online percentage-rate bids for the construction of a Skill Training Centre at Aara, Chatra through e-procurement mode.

This tender is open to eligible and registered contractors under the appropriate class as per department norms.

Scope of Work

The project involves:

1. Construction of a fully functional Skill Training Centre building
2. Civil construction as per approved BOQ and specifications
3. Provision of structural works including RCC, foundation, masonry, flooring, roofing, etc.
4. Deployment of required machinery and technical manpower
5. Compliance with BIS and departmental quality standards
6. Completion within 09 months from work order
7. The agreement shall be executed in PWD F2 Form, including general and special conditions of contract.

Eligibility Criteria

Registration Requirements

1. Registered Contractor (Class II) under R.D.D. (R.W.A.), Government of Jharkhand
2. Valid Digital Signature Certificate (DSC)
3. UCAN (Up-to-date Contractor Allotment Number)

Experience Criteria

1. Minimum 50% experience in similar nature of work completed during the last three financial years
2. Experience certificate must be issued by a Government Department
3. Bidder must demonstrate sufficient Bid Capacity:

Financial Criteria

1. Minimum financial turnover in any one year during the last three financial years should not be less than the value of the work
2. Liquid assets/credit facilities minimum ₹ 5.96 Lakhs (10% of contract value)
3. Undertaking to invest minimum 25% of contract value during implementation
4. Income Tax Returns (last 3 years)
5. Audited Balance Sheet & Turnover (last 5 years) with UDIN (mandatory from FY 2019-20)
6. Form 26AS
7. Up-to-date GST registration & GSTR-3B

1. Tender Fee: ₹10,000 (Non-refundable)
2. EMD: ₹1,19,400
3. Payment Mode: Online only (Internet Banking / NEFT / RTGS through SBI gateway)
4. Refunds will be credited only to the originating bank account

Technical Requirements

1. Mandatory ownership/availability of specified machinery including:
2. Water Tankers
3. Concrete Mixers & Batching Plant
4. Excavator
5. Road Roller
6. Generator (100 KVA)
7. Bar Cutting & Bending Machines
8. Vibrators (Needle & Surface)
9. Welding Machine
10. Concrete Cutter Machine
11. Grader
12. For works exceeding ₹50 Lakhs, the contractor must establish a properly equipped testing laboratory at site.

Submission Guidelines

1. Bids must be submitted online in Double Envelope System:
2. All documents must be digitally signed
3. No physical copies required at submission stage
4. Originals will be verified before award
5. Bid validity: 180 days
6. Affidavits required regarding:

Payment & Security

1. EMD of successful bidder adjusted towards 5% Initial Security Deposit
2. Remaining 5% security recovered from running bills
3. 1% Labour Cess applicable
4. GST, Income Tax, Royalty deductions as per rules
5. Defect Liability Period: 12 Months

1. Subletting of work is strictly prohibited.
2. Blacklisting provisions applicable for breach of agreement.
