Tender Overview

JSW Foundation invites Expressions of Interest (EOI) from qualified and experienced agencies for empanelment as Impact Assessment Conducting Agencies. The empanelment supports mandatory third-party impact assessments of large CSR projects as per the Companies (CSR Policy) Rules, 2014 and subsequent amendments.
The empanelled agencies will undertake independent impact assessments of CSR interventions across multiple states in India, covering sectors such as livelihoods, education, health, environment, and community development.
Scope of Work
The selected agencies will be responsible for conducting independent Impact Assessment Studies, including but not limited to:
  1. Assessing outcomes, impacts, effectiveness, efficiency, sustainability, and replicability of CSR projects
  2. Covering project areas, target populations, interventions, and stakeholders
  3. Studying both intended and unintended impacts, including gender, inclusion, and environmental dimensions
  4. Addressing key evaluation parameters:
    1. Effectiveness of activities and outcomes
    2. Efficiency in resource utilization
    3. Sustainability of benefits
    4. Measurable social, economic, or environmental impact
Methodology Requirements
Agencies are expected to adopt a mixed-methods approach, including:
  1. Desk review of project documents
  2. Quantitative surveys
  3. Qualitative methods such as interviews and focus group discussions
  4. Use of control or comparison groups where feasible
  5. Application of globally recognized frameworks and indicators (KPIs, Logical Framework, OECD-DAC, SROI)
Deliverables
  1. Inception Report (methodology, sampling, tools, work plan)
  2. Draft Impact Assessment Report with findings and recommendations
  3. Presentation to JSW Foundation / donor (if required)
  4. Final Impact Assessment Report incorporating feedback
  5. Clean datasets and survey tools
Professional Qualification Criteria
The agency/team must demonstrate:
  1. Minimum 5 years of experience in Monitoring & Evaluation (M&E), development studies, social audits, or impact assessments
  2. Sectoral expertise (health, education, livelihoods, etc.)
  3. Experience of conducting an average of 10 impact assessment studies per year over the last three years
  4. Proven methodological expertise in:
    1. SROI (Social Return on Investment)
    2. OECD-DAC Evaluation Criteria
    3. Logical Framework Analysis (LFA)
Eligibility Criteria
  1. Registered legal entity (for-profit or not-for-profit)
  2. Not-for-profit entities must hold valid 12A and 80G registrations
  3. Demonstrated experience in CSR or development sector evaluations
  4. Ability to deploy qualified researchers and field teams across multiple geographies

Financial Criteria

  1. For-profit entities: Minimum annual revenue of INR 10 Crore
  2. Not-for-profit entities: Minimum annual receipts of INR 5 Crore
