The Jharkhand Education Project Council under Samagra Shiksha has invited bids for Design, Installation, and Maintenance of ICT Labs and Smart Classrooms in Government Secondary and Senior Secondary Schools across Jharkhand.

Scope of Work
A. ICT Lab Establishment (108 Schools)
Includes:
- Supply & installation of desktops/chromebooks
- Printers, projectors, UPS, routers, speakers
- Furniture (tables & chairs)
- Office Suite & Antivirus
- 5-year onsite maintenance
- Internal electrification & site preparation
- Networking setup
- Firewall & monitoring software (MDM/DMS integration)
- Insurance against theft/fire
B. Smart Classroom Setup (664 Schools)
- Each school to receive:
- 2 Smart Class Units (65” Interactive Flat Panel with OPS or Integrated Interactive System)
- UPS (1 KVA with backup)
- Site preparation & electrification
- 5-year onsite maintenance
C. Manpower Deployment (5 Years)
- 1 ICT Instructor per ICT School
- 1 Cluster/District Coordinator per 30 schools
- 1 State Coordinator
Includes:
- Monthly reporting
- Equipment uptime monitoring
- Academic support
- District coordination
- E-content installation & updates
D. Internet Services
- Minimum 5 Mbps unlimited internet
- Wired or wireless (no dongles)
- Connectivity for ICT Lab & Smart Class
- BSNL/Airtel/Jio or other licensed providers
E. Teacher Training
- 5-day Induction Training (40 hours)
- Refresher training in 3rd & 5th year
- Smart Class training (2 days)
- Training module approval by JEPC
- Completion timelines with penalty clauses
F. Consumables
- 2000 A4 sheets per school per year
- 2 printer cartridges per lab per year
3. Eligibility Criteria
A. Experience Criteria
- Minimum 3 years experience in similar services
- Experience with Central/State Govt/PSU
- Must meet any one condition:
- 3 projects ≥ 40% of estimated cost OR
- 2 projects ≥ 50% OR
- 1 project ≥ 80%
B. Financial Criteria
- Minimum Average Annual Turnover (Last 3 Years):
- ₹140 Crore (₹14,000 Lakhs)
- CA-certified audited balance sheets required
Relaxation for:
- MSE (Partial Relaxation)
- Experience: 1 Year
- Turnover: ₹70 Crore
- DPIIT Registered Startups (Partial Relaxation)
