Issuing Authority

1. Candidate mobilization, counseling, registration, and documentation
2. Delivery of NSQF/NCVET-aligned short-term training and upskilling programs
3. Deployment of qualified trainers and compliant training infrastructure
4. Biometric attendance and MIS reporting as per UPSDM guidelines
5. Facilitation of third-party assessment and certification
6. Placement of trained candidates and post-placement tracking for at least 9 months

1. Initial validity: 2 years (excluding the financial year of signing)
2. Continuation: Subject to annual performance review by UPSDM

1. Applicant must be a Company / Partnership Firm / Society / Trust / Proprietorship
2. Registered for minimum 1 year as on the proposal submission date

1. Minimum average annual turnover of ₹1.00 Crore from training activities in the last financial year
2. Positive net worth in the preceding financial year
3. Submission of audited P&L / Income Statements

1. Minimum 500 candidates trained in New Age, Digital, Green, or Future Skills sectors during the last 1 year
2. Training must be under NCVET-notified job roles or Government/NSDC/CSR-supported programs

Placement Capability

1. At least 50% cumulative placement of trained candidates in the last 1 year
2. Placement proof supported by employer tie-up letters

1. Experience of operating in at least one State
2. Management of minimum two training centers

1. ₹10,000/- (Non-refundable)
2. To be paid online to UPSDM account
3. Proof of payment (UTR/receipt) mandatory with proposal

1. ₹1,00,000/-
2. Payable via DD / Banker’s Cheque / RTGS / NEFT
3. In favour of Uttar Pradesh Skill Development Society, payable at Lucknow

1. ₹2,00,000/- per allotted district
2. To be submitted as Bank Guarantee after issuance of Letter of Invitation (LoI)

1. Proposals must be submitted in original + three copies, duly signed and stamped
2. A soft copy (Word format) to be enclosed in a sealed CD
3. Proposal to be sealed and superscribed as:
   “PROPOSAL FOR EMPANELMENT AS PRIVATE TRAINING PARTNER”
4. Submission can be made by hand or registered post

1. Open to all districts of Uttar Pradesh
2. Sectors and job roles allocated based on State requirements
3. No subcontracting or franchising permitted
4. Strict compliance with UPSDM, NCVET, SSC, and Common Norms guidelines
5. UPSDM reserves the right to amend, cancel, or withdraw the RFE at any stage
