1. Scope of Work
Kerala SIDCO invites e-tenders for Setting Up of Tinkering Labs in 30 Schools across 6 Districts of Kerala.
The scope broadly includes:
  1. Civil works such as wall finishing, painting, graphics installation, and waterproofing
  2. Electrical works including wiring, switches, MCBs, RCCBs, LAN cabling, access points, and power distribution
  3. Supply, fabrication, and installation of furniture such as working tables, stools, chairs, racks, and workstations
  4. Networking and IT infrastructure setup
  5. Complete installation, testing, commissioning, and handover
    All works must be completed within 30 days from the date of agreement.
2. Pre-Qualification / Eligibility Criteria
Bidders must:
  1. Be manufacturers/suppliers empanelled with Kerala SIDCO, with valid empanelment issued on or after 10 December 2024
  2. Be registered as MSME / Proprietorship / Partnership / Company
  3. Have executed similar works in the last 3 years, with cumulative work value of not less than ₹31 lakh
  4. Possess adequate manpower and machinery for execution
  5. Not be blacklisted or debarred by SIDCO or any Government authority
3. Technical Eligibility Documents Required
Key documents to be uploaded in the Technical Bid include:
  1. Duly signed and sealed tender documents
  2. MSME / Company registration certificate
  3. Copies of relevant work orders and experience certificates
  4. PAN and GST registration certificates
  5. Latest GST return and last year’s Income Tax return
  6. Bank details
  7. Product warranty/guarantee declaration
  8. SIDCO empanelment certificate
  9. Manpower and machinery details
  10. Sample approval letter from SSE Manager, Ernakulam
  11. Bidder Profile (Annexure-I)

4. Financial Criteria

  1. Estimated Project Cost (PAC): ₹75,88,710 (inclusive of taxes)
  2. Bid prices must be fixed, inclusive of all taxes, transportation, installation, and other charges
  3. Financial Bid must be submitted online only in the prescribed BOQ format
5. Tender Fee & EMD
  1. Tender Fee: ₹13,432 (inclusive of GST)
  2. Earnest Money Deposit (EMD): ₹75,887
  3. Both Tender Fee and EMD must be paid online through SBI payment gateway / NEFT / RTGS at least 48 hours before bid submission deadline
6. Submission Guidelines
  1. Tender is to be submitted only through www.etenders.kerala.gov.in
  2. Two-cover system:
    1. Cover 1: Technical Bid (eligibility & documents)
    2. Cover 2: Financial Bid (BOQ)
  3. Manual submissions are not permitted
  4. Bidders must hold a valid Class II or higher Digital Signature Certificate (DSC)
