1. Scope of Work
Kerala SIDCO invites e-tenders for Setting Up of Tinkering Labs in 30 Schools across 6 Districts of Kerala.
The scope broadly includes:
- Civil works such as wall finishing, painting, graphics installation, and waterproofing
- Electrical works including wiring, switches, MCBs, RCCBs, LAN cabling, access points, and power distribution
- Supply, fabrication, and installation of furniture such as working tables, stools, chairs, racks, and workstations
- Networking and IT infrastructure setup
- Complete installation, testing, commissioning, and handover
All works must be completed within 30 days from the date of agreement.
2. Pre-Qualification / Eligibility Criteria
Bidders must:
- Be manufacturers/suppliers empanelled with Kerala SIDCO, with valid empanelment issued on or after 10 December 2024
- Be registered as MSME / Proprietorship / Partnership / Company
- Have executed similar works in the last 3 years, with cumulative work value of not less than ₹31 lakh
- Possess adequate manpower and machinery for execution
- Not be blacklisted or debarred by SIDCO or any Government authority
3. Technical Eligibility Documents Required
Key documents to be uploaded in the Technical Bid include:
- Duly signed and sealed tender documents
- MSME / Company registration certificate
- Copies of relevant work orders and experience certificates
- PAN and GST registration certificates
- Latest GST return and last year’s Income Tax return
- Bank details
- Product warranty/guarantee declaration
- SIDCO empanelment certificate
- Manpower and machinery details
- Sample approval letter from SSE Manager, Ernakulam
- Bidder Profile (Annexure-I)
4. Financial Criteria
- Estimated Project Cost (PAC): ₹75,88,710 (inclusive of taxes)
- Bid prices must be fixed, inclusive of all taxes, transportation, installation, and other charges
- Financial Bid must be submitted online only in the prescribed BOQ format
5. Tender Fee & EMD
- Tender Fee: ₹13,432 (inclusive of GST)
- Earnest Money Deposit (EMD): ₹75,887
- Both Tender Fee and EMD must be paid online through SBI payment gateway / NEFT / RTGS at least 48 hours before bid submission deadline
6. Submission Guidelines
- Tender is to be submitted only through www.etenders.kerala.gov.in
- Two-cover system:
- Cover 1: Technical Bid (eligibility & documents)
- Cover 2: Financial Bid (BOQ)
- Manual submissions are not permitted
- Bidders must hold a valid Class II or higher Digital Signature Certificate (DSC)
