1. Scope of Work
MTDC invites proposals for the appointment of a qualified Training Agency to operate, maintain, and deliver training at IISDA, Tarkarli. The selected agency will be responsible for:
- Training in water-based and land-based safety, rescue, and adventure tourism activities
- Scuba diving, aquatic sports safety, disaster response, first aid, CPR, and life-saving techniques
- Operation and maintenance (O&M) of IISDA facilities, including training infrastructure, boats, equipment, accommodation, restaurant, and utilities
- Compliance with national and international safety standards (MMB, ISO, IMRF, IS norms)
- Conducting training for tourists, tour operators, government/semi-government personnel, students, and first responders
- Submission of a Concept Note detailing training methodology, business plan, and innovation strategies
- Branding, certification, reporting, audits, and periodic safety drills
The engagement will be on a Leave & License basis for 10 years, with revenue earned through training fees and allied activities, against payment of an Annual License Fee to MTDC.
2. Pre-Qualification / Technical Eligibility Criteria
The bidder must be a single legal entity (Company or LLP registered in India). Joint ventures or consortiums are not permitted.
Key technical requirements include:
- Minimum 5 years’ experience in water safety, aquatic, and land-based safety training
- Experience of training at least 1,000 Government/Semi-Government personnel
- Authorization / empanelment by Maharashtra Maritime Board (MMB)
- Valid ISO 9001:2015 certification
- Availability of minimum 5 full-time certified trainers with:
- Life Saving / Rescue / Scuba / First Aid / CPR certifications
- Minimum 5 years of relevant experience
- Submission of detailed training methodology and curriculum
- Documentary proof of similar works, work orders, and training assignments
3. Financial Eligibility Criteria
- Minimum Average Annual Turnover:
INR 3.00 Crore during the last three financial years ending 31 March 2025
- Turnover must be supported by:
- CA certificate
- Income Tax returns
- Financial evaluation will be based on the Highest Annual License Fee quoted to MTDC.
4. Tender Fee & Earnest Money Deposit (EMD)
- Tender Document Fee:
INR 5,000 + GST (Online payment)
- Earnest Money Deposit (EMD):
INR 5,00,000 (Rupees Five Lakhs only)
- Payable online or as specified in the tender
- MSME exemption applicable (with valid certificate)
- Performance Security:
INR 15,00,000 in the form of Bank Guarantee
- Valid for entire contract period + 6 months

8. Contract Duration
- License Period: 10 Years
- On completion or termination, all assets and facilities will revert to MTDC.
