Tender Overview
ITI Limited invites Expression of Interest (EOI) from eligible agencies for selection as a Back-End Partner to implement a Skill Development Training Programme for 300 Scheduled Caste (SC) candidates under the PM-AJAY Yojana. The selected partner will support ITI Limited on a back-to-back basis for execution of training, placement, and associated activities as per customer requirements.
Scope of Work
- Implementation of skill development training for 300 SC candidates
- End-to-end training delivery, placement linkage, and support services
- Compliance with customer RFP, quality standards, and timelines
- Support ITI Limited during bid submission, technical presentations, clarifications, and post-award execution
- Services duration: 3 years + 2 years (extendable) based on mutual agreement
Professional Qualification Criteria
- Minimum 5 years of continuous operations in India
- Experience in Government-funded skill or placement-linked training programs
- Trained at least 5,000 youth and placed minimum 3,500 youth in the last 3 years
- Availability of an online training portal or mobile app (minimum 1 year old)
- Preferably certified with ISO 9001:2015 and CMMI Level-3 or above (undertaking allowed if not available)
Eligibility Criteria
- Entity must be a Company / LLP / Partnership / Proprietorship registered in India
- Must not be blacklisted or debarred by any Central/State Government, PSU, or statutory authority
- Consortium participation is allowed
- Willingness to sign exclusive back-to-back agreement, NDA, Integrity Pact, and MoU with ITI Limited
- Ability to comply with TEC/TSEC approvals, customer tender terms, and ITI clauses
inancial Criteria
- Minimum average annual turnover: ₹1 Crore
- From skill development / placement-linked Government programs
- Calculated over the last 3 consecutive financial years
- Estimated project cost: ₹1.10 Crore (approx.)
Tender Fee & Earnest Money Deposit (EMD)
- Tender Fee: ₹5,900 (₹5,000 + ₹900 GST) – Non-refundable
- EMD: ₹1.10 Lakh
- EMD Exemption: Applicable for eligible MSEs (as per Government norms, with valid documentation)
Submission Guidelines
- Bids must be submitted online only through ITI e-tender portal
- Submission using Class-III Digital Signature Certificate (DSC) is mandatory
- All documents must be uploaded in prescribed formats (PDF/XLSX/PNG)
- Conditional or offline bids will be rejected
- Financial bids must be submitted strictly in the prescribed format
