Scope of Work
The selected bidder will operate and maintain the Community Centre at Faizullaganj, Lucknow, for social, cultural and public use. The facility may be used for activities such as social functions, cultural activities, exhibitions, brand promotions, marriages, parties, meetings, workshops, seminars and recreational activities.
The tentative area of the Community Centre is approximately 530 sq. m. The operator will be responsible for professional management of the facility and ensuring that it remains safe, accessible, clean and functional throughout the contract period.
Key Responsibilities of the Selected Operator
The selected bidder will be responsible for:
- Operation, maintenance and management of the Community Centre.
- Managing bookings, pricing and revenue collection for permitted activities.
- Day-to-day operations, housekeeping, safety, security and routine maintenance.
- Conducting social, cultural, public and recreational activities as permitted under the RFP.
- Obtaining required permissions and statutory approvals.
- Paying electricity bills, water and sewer charges, property tax and other applicable dues.
- Ensuring fire safety, rescue devices and visitor safety as per government standards.
- Maintaining cleanliness and ensuring compliance with pollution, noise and solid waste management rules.
- Ensuring no loudspeaker use after 10:00 PM.
- Maintaining horticulture, site infrastructure, fittings, fixtures and equipment.
- Starting operations within 3 months from complete handover of the site.
- Submitting an Operation and Maintenance Plan within 15 days of the Letter of Award.
- Ensuring daily customer charges do not exceed ₹50,000.
- Providing the facility free of cost for up to 15 government events in a calendar year on written order of the designated LDA official.
- Providing at least 25% concession for family functions of LDA employees based on recommendation of the designated committee.
- Smooth handover of assets, inventory and operational data at the end of the contract or upon termination.
Responsibility of the Authority
LDA will hand over the project site on an “as is where is” basis. The authority will also facilitate coordination with relevant departments and agencies for essential external infrastructure such as power supply, water connection and approach road development up to the project site.
Pre-Qualification Criteria
Eligible bidders must meet the following minimum criteria:
- The bidder must be registered as a Company, LLP, Partnership Firm, Proprietorship Firm or Trust under applicable Indian laws.
- The bidder must have GST registration and PAN.
- The bidder must have an average annual turnover of at least ₹30 lakh during the last three financial years: 2022-23, 2023-24 and 2024-25.
- The bidder must have experience in operating and/or managing one or more Community Centre/Event Facility of similar category during the past five years.
- The bidder must not be barred or blacklisted by any Central Government, State Government, statutory authority or public sector undertaking as on the proposal date.
Financial Criteria
The bidder must provide audited annual reports, balance sheets, profit and loss statements, ITR and/or CA certificate with UDIN for the financial years 2022-23, 2023-24 and 2024-25.
The RFP requires disclosure of annual turnover and net worth in Form 5. However, the document specifies a minimum turnover requirement only; no minimum net worth threshold is mentioned.
Technical Evaluation
Technical evaluation will be based on company competency, experience, approach, methodology, work plan and concept presentation. Bidders scoring 70% or more in technical evaluation will be considered technically qualified.

Financial Bid and Selection Method
Only technically shortlisted bidders will be eligible for financial bid opening. The financial proposal will be based on the Annual Lease Rent quoted by the bidder. The quoted amount must be equal to or higher than the base value mentioned in the BOQ.
The final selection will be under a Quality-cum-Cost Based System (QCBS) with 70% weightage for technical score and 30% weightage for financial score.
Tender Fee and EMD Details
The bidder must pay a non-refundable bid processing fee of ₹5,900 inclusive of GST and submit an EMD/Bid Security of ₹20,000. Payment is to be made online through the LDA payment portal. Bidders must upload the payment proof along with the technical bid.
Submission Guidelines
Bidders must submit their proposals online through the Uttar Pradesh e-procurement system. Bidders must register on the portal and use a valid Digital Signature Certificate (DSC). All required documents must be scanned, signed and uploaded in PDF format.
The bid will be submitted in two covers:
- Technical Bid / Cover 1 – eligibility documents, technical proposal, EMD/tender fee proof and supporting documents.
- Financial Bid / Cover 2 – financial quote to be submitted online only.
No financial information should be disclosed in the technical bid. Any such disclosure may lead to rejection.
