Scope of Work

The selected service provider will be responsible for carrying out repair, cleaning, maintenance and serviceability-related activities for underground storage tanks. The scope includes:

1. Repair of Leakage

1. Repair of leakage in underground storage tanks.
2. Checking and rectification of tank shell, bottom plate, pipeline joints, valves and connected fittings.
3. Repair or replacement of defective parts.
4. Sealing of leakage points to make the tanks serviceable.
5. Testing of tanks after repair to ensure leak-proof condition and safe storage.

2. Cleaning, Maintenance and Serviceability Assessment

1. Internal cleaning of underground storage tanks.
2. Removal of sludge, water and foreign particles from tanks.
3. Inspection of the internal condition of tanks for corrosion, rusting and structural defects.
4. Carrying out necessary maintenance work, including painting, coating and preservation wherever required.
5. Assessment of residual serviceability life of tanks.
6. Submission of technical recommendations for future usage and serviceability.

Pre-Qualification and Eligibility Criteria

Minimum Turnover Requirement

The bidder must have a minimum average annual turnover of ₹3 lakh during the last three financial years. Documentary proof such as audited balance sheets or a Chartered Accountant / Cost Accountant certificate must be uploaded with the bid.

Minimum Experience Requirement

The bidder must have at least 3 years of past experience in providing same or similar services.

The bidder should have experience in providing similar services to any Central Government / State Government Organisation / PSU. Relevant contracts or work orders should be uploaded as proof.

Similar Work Experience Criteria

The bidder must have successfully completed similar services during the prescribed period as per any one of the following conditions:

The bidder is required to have a registered office or branch office presence as per the geographical requirement mentioned in the bid, linked to the FOL Depot Ambala location.

Submission Guidelines

The bid must be submitted online through the Government e-Marketplace (GeM) portal. The tender is a single packet bid, and bidders should upload all required documents as part of their online submission.

Bidders should ensure that all eligibility, turnover, experience and certificate-related documents are uploaded correctly. Any bidder seeking exemption from experience or turnover criteria must upload valid supporting documents for evaluation by the buyer, wherever applicable.

The bid will be evaluated on a total value wise evaluation basis.
