Scope of Work

The scope covers hiring of services for removal of residual fluids and sludge from fuel, AVCAT, lube oil and fresh-water tanks. The contractor is required to undertake cleaning and associated maintenance activities at INS Teg, Naval Dockyard, Mumbai.

The work broadly includes:

  1. Removal of residual fluids and sludge from designated tanks.
  2. Cleaning and maintenance of tank tops.
  3. Pumping out of tanks to the extent feasible.
  4. Ventilation of tanks before entry for cleaning.
  5. Making tanks gas-free, with required certification.
  6. Scrubbing of internal tank surfaces with cotton rags to achieve oil-free / bare-metal finish.
  7. Disposal of waste generated during the cleaning process.
  8. Coating of cleaned fuel tank surfaces with preservative oil, wherever applicable.
  9. Provision of pneumatic stripping pumps, ventilation blowers, tank-cleaning material, anti-flash lead lamps, cables, hoses and other required tools.
  10. Safety supervision and communication support during work execution.

Contractor’s Key Responsibilities

The contractor must arrange manpower, tools, safety equipment, consumables, logistics and statutory compliance at its own cost. Key responsibilities include:

  1. Police verification and security clearances for workers as required by naval authorities.
  2. Food, basic amenities, transport and medical/accidental insurance for workers.
  3. Safety equipment such as harnesses, lifelines, safety torches and communication systems.
  4. Portable blowers, air compressors, pneumatic pumps, anti-flash lamps and intrinsically safe electrical equipment.
  5. Cleaning material such as cotton waste, containers and bins.
  6. Vehicles for transporting manpower and material to the ship.
  7. Security passes and permissions for unescorted entry or work during non-working hours, night or holidays.
  8. Compliance with applicable labour laws, wage rules, safety requirements and statutory obligations.

Eligibility Criteria

Bidders should meet the following eligibility requirements:

  1. The bidder must be a registered firm.
  2. The bidder should have a working registered office in Mumbai.
  3. The bidder should be registered in Maharashtra State and should have a local office in Mumbai city.
  4. The bidder must have past experience in similar work.
  5. The bidder should have adequate infrastructure, equipment, material support and manpower to work onboard the ship.
  6. The bidder must comply with the scope of work, service requirements and bid-specific terms and conditions.
  7. The bidder must provide all certificates and documents required under the bid, ATC and corrigendum, if any.

Pre-Qualification Criteria

The bidder should demonstrate capability to undertake tank-cleaning work onboard naval platforms, particularly in confined spaces. The tender requires past work experience, supporting work orders and satisfactory completion certificates.

As per the technical requirement, the firm should have sufficient infrastructure, material support and employed manpower to undertake onboard work in multiple tanks simultaneously.

Experience Requirement

Delivery / Work Completion Period

The work completion period mentioned in the attached scope/payment documents is up to 90 to 120 days depending on the applicable work schedule. Fuel and fuel-service tank cleaning is required to be completed in the initial phase, with the remaining tanks to be completed within the overall stipulated period. Bidders should verify the final applicable delivery period in the live GeM bid and ATC before submission.

Payment Terms

Payment will be made after 100% completion of the required job against the work completion certificate. Payment will be processed by PCDA (Navy) upon submission of all required documents. Satisfactory work completion will be inspected and certified by a Board of Officers before payment clearance.
