Scope of Work

The EOI invites eligible PIAs to submit project proposals for implementing DDU-GKY 2.0 Phase II training and placement projects in Puducherry. The selected agencies will be responsible for mobilising, training, certifying, and placing eligible rural poor youth as per DDU-GKY 2.0 guidelines.

The scope includes:

  1. Skill training of rural poor youth under DDU-GKY 2.0.
  2. Training delivery through approved job roles and sectors listed on the DDU-GKY / Kaushal portal.
  3. Candidate sourcing from SHG members and rural youth from Puducherry region.
  4. Placement-linked training with a minimum placement outcome requirement.
  5. Compliance with DDU-GKY 2.0 guidelines, SOPs, MoRD notifications, PSRLM directions, and project appraisal requirements.
  6. Establishment or operation of training centres, preferably in rural areas of Puducherry and Karaikal.
  7. Deployment of qualified trainers with valid SSC ToT certification.
  8. Completion of training and appointment for placement within the prescribed timelines.

Eligibility Criteria

To apply for a DDU-GKY project under this EOI, the applicant entity should be one of the following:

  1. Registered under the Indian Trusts Act, State Society Registration Act, State Cooperative Societies Act, Multi-State Cooperative Acts, Companies Act 2013, or Limited Liability Partnerships Act 2008.
  2. SHG federation such as Cluster Level Federation or Block Level Federation.
  3. Government or semi-government organisation at state or national level.
  4. NGO registered with NITI Aayog Darpan Portal.
  5. Entity more than three years old at the time of application, except DPIIT-registered start-ups.

Categories of PIAs under DDU-GKY

The EOI lists four categories of PIAs:

Non-Eligibility / Disqualification Conditions

The following agencies are not eligible to apply:

  1. Existing PIAs with recovery proceedings under DDU-GKY anywhere in India.
  2. Existing PIAs unable to place 50% of trained candidates under DDU-GKY as of 31 March 2026.
  3. Agencies whose key managerial personnel were earlier associated with defaulting PIAs.
  4. Sister concerns or subsidiaries of organisations against whom fund recovery action has been initiated.
  5. Agencies with directors involved in earlier defaulting agencies under DDU-GKY.
  6. Government-blacklisted skilling agencies.
  7. Consortiums are not allowed.

Training and Placement Requirements

The EOI specifies the following training and placement expectations:

  1. Minimum course duration: 3 months with 576 hours of training.
  2. Training hours: 416 hours domain training + 160 hours non-domain training.
  3. Maximum course duration considered: 6 months.
  4. Trainers must have valid SSC ToT certification at the time of training centre inspection / due diligence validation.
  5. Minimum placement outcome: 70% placement.
  6. Wage employment: minimum 50%.
  7. Self-employment: maximum 20%.
  8. Placement must preferably be in the same sector and job role in which training was conducted.
  9. For 3-month courses, minimum remuneration should be ₹10,000 per month or applicable semi-skilled minimum wages, whichever is higher.
  10. For 6-month courses, minimum remuneration should be ₹15,000 per month or applicable semi-skilled minimum wages, whichever is higher.
  11. For international placement, minimum remuneration should be ₹25,000 per month.
