Scope of Work

The selected respondents are expected to support GIL/DST in the complete lifecycle of the initiative, including programme design, curriculum development, training delivery, certification and outcome monitoring.

Key scope areas include:

1. Programme Conceptualization and Curriculum Design

Respondents must co-design industry-relevant curricula for both student and government employee training tracks. The curriculum should be application-oriented, platform-based and aligned with current industry and government requirements.

2. Student Skill Development Programme

The student programme will initially include five pilot courses in areas such as AI, IT, cloud, data, cybersecurity and emerging technologies. The programme must include offline classroom training, hands-on labs, practical exercises, technical interview preparation and a mandatory capstone project.

3. Government Employee Capacity Building Programme

The government employee programme will include short-duration offline modules ranging from 2–5 days or 1–2 weeks, depending on the module. Training will focus on AI for governance, cybersecurity, cloud, data handling, digital governance and emerging technology adoption.

4. Training Delivery

All training under both programmes will be conducted fully offline and in-person at designated institutions or approved training centres. The training methodology should include instructor-led sessions, labs, assignments, case studies and practical exposure.

5. Certification and Skill Validation

Certifications should be jointly recognized by GIL/DST and the OEM or training partner. For students, completion of the capstone project is mandatory. The first and second attempts of the final certification exam will be free for students, while fees will apply from the third attempt onwards.

Focus Technology Areas

Indicative focus areas include:

1. Applied Artificial Intelligence and AI-enabled systems
2. Cloud computing integrated with AI and data platforms
3. Data engineering and large-scale data processing
4. Cybersecurity, AI-driven security and privacy engineering
5. Semiconductor ecosystem awareness
6. Industry 4.0, IoT and smart manufacturing systems
7. Digital governance and Smart City technology platforms

Respondents may also propose additional domains with clear industry relevance.

Eligibility Criteria

Eligible respondents may include:

1. Global or Indian OEMs and technology platform providers
2. IT product companies or system integrators with proprietary platforms
3. Industry-recognized training and certification providers with OEM partnerships
4. Consortiums of OEMs, industry bodies and training organizations

Respondents should have demonstrated capability in industry-aligned skilling, practical training delivery, offline programme implementation and infrastructure to conduct training at scale across institutions in Gujarat.

Pre-Qualification Criteria

The EoI does not prescribe fixed numerical pre-qualification criteria such as turnover, net worth or minimum number of projects. However, respondents should demonstrate:

1. Relevant organizational profile and legal status
2. Experience in skill development, training or capacity building
3. Experience with OEM-based or technology platform-based training
4. Capability to deliver offline, hands-on training
5. Experience with government departments, public sector bodies or academic institutions, if applicable
6. Ability to support both student-oriented and government employee-oriented training tracks

Financial Criteria

The EoI document does not mention any minimum average annual turnover, net worth requirement, tender fee or EMD requirement. Respondents should still provide relevant organizational and financial credibility details as part of their profile, wherever applicable.

Submission Guidelines

Interested organizations must submit their Expression of Interest in English either by e-mail or by physical copy at the GIL office. The submission should be concise, factual and relevant to the objectives of the initiative.

The EoI response shall remain valid for 90 days from the last date of submission. GIL may request an extension of the validity period, if required.
