Pre-Qualification Criteria Scope of Work The selected respondents are expected to support GIL/DST in the complete lifecycle of the initiative, including programme design, curriculum development, training delivery, certification and outcome monitoring. Key scope areas include: 1. Programme Conceptualization and Curriculum Design Respondents must co-design industry-relevant curricula for both student and government employee training tracks. The curriculum should be application-oriented, platform-based and aligned with current industry and government requirements. 2. Student Skill Development Programme The student programme will initially include five pilot courses in areas such as AI, IT, cloud, data, cybersecurity and emerging technologies. The programme must include offline classroom training, hands-on labs, practical exercises, technical interview preparation and a mandatory capstone project. 3. Government Employee Capacity Building Programme The government employee programme will include short-duration offline modules ranging from 2–5 days or 1–2 weeks, depending on the module. Training will focus on AI for governance, cybersecurity, cloud, data handling, digital governance and emerging technology adoption. 4. Training Delivery All training under both programmes will be conducted fully offline and in-person at designated institutions or approved training centres. The training methodology should include instructor-led sessions, labs, assignments, case studies and practical exposure. 5. Certification and Skill Validation Certifications should be jointly recognized by GIL/DST and the OEM or training partner. For students, completion of the capstone project is mandatory. Submission Guidelines Interested organizations must submit their Expression of Interest in English either by e-mail or by physical copy at the GIL office.
