Scope of Work
The selected PIAs will be responsible for implementing placement-linked skill training programs under DDUGKY 2.0 in Telangana. The broad scope includes:
1. Mobilization of Candidates
PIAs must mobilize eligible rural youth through ground-level outreach and counselling. Candidates should be informed about job roles, training requirements, wages, location of employment, growth opportunities, and post-training placement options.
Preference should be given to poor rural unemployed youth, SC/ST candidates, women, and differently-abled candidates, subject to eligibility.
2. Residential Training Centres
Training shall be residential only. PIAs must arrange dedicated training centres with separate residential facilities for boys and girls. Training centres may be owned or hired but must comply with DDUGKY 2.0 infrastructure norms and EGMM inspection requirements.
3. Trainers and Training Implementation
PIAs must deploy qualified trainers with relevant domain experience and certification as per Sector Skill Council / DDUGKY requirements. Training must follow NSQF/NQR-aligned curriculum approved through the relevant national skilling framework.
The PIA must provide trainer guides, trainee handbooks, attendance monitoring through Aadhaar-enabled biometric systems, CCTV/IP camera monitoring, videography, photography, and other compliance requirements as specified.
4. On-the-Job Training / Apprenticeship
The PIA must ensure on-the-job training or apprenticeship wherever required for the job role or qualification pack, as per National Skill Qualification Framework norms.
5. Assessment and Certification
The PIA must conduct regular internal assessments and facilitate final assessment and certification through Sector Skill Councils or other competent agencies approved by SSC/NCVET, as decided by EGMM Telangana.
6. Placement of Candidates
At least 70% of trained candidates must be placed. Wage employment, self-employment and gig employment are allowed, but the EOI indicates that minimum 50% placement should be through wage employment and maximum 20% may be through self-employment/gig employment.
Placement will be treated as valid only after the candidate successfully completes the prescribed employment period, including a minimum six-month placement verification requirement.
7. Post-Placement Tracking
PIAs must maintain records of all placed candidates and conduct post-placement tracking for at least six months. Placement details, salary proof, employer details, EPF/ESIC details wherever applicable, and contact details must be maintained and shared as required.

Non-Eligible Applicants
The following applicants may be treated as non-eligible:
- Existing PIAs with DDU-GKY projects sanctioned and recovery proceedings pending.
- Existing PIAs that have not achieved required placement performance under DDU-GKY.
- Agencies having key managerial links with defaulting PIAs.
- Sister concerns or subsidiaries of organisations against whom default or recovery action has been initiated.
- Agencies where directors have been convicted or inquiry proceedings have been initiated.
- Agencies blacklisted by any Government authority.
- Consortium applications are not allowed.
Target Allocation
EGMM Telangana will allocate targets based on recommendations and approvals of the Project Approval Committee (PAC), district-wise targets, training capacity, past performance, and applicable DDUGKY 2.0 norms.

Submission Guidelines
Applicants must submit proposals online through the official DDUGKY/Kaushal Rural portal as per the formats and annexures prescribed in the EOI.
Key submission instructions include:
- Applicants must have a valid PRN from the Ministry of Rural Development.
- Proposals must be submitted online only.
- All applicable documents, statements, certificates and annexures must be signed and uploaded.
- Relevant eligibility certificates and supporting documents must be submitted in scanned format.
- Proposals without the required proposal processing fee will be rejected.
- Applicants will not have the right to modify or rectify documents after submission.
- EGMM Telangana will not be responsible for technical issues faced during online submission.
- Final approval and target allocation will be subject to the Project Approval Committee.
