Scope of Work
The selected implementing agencies will be empanelled for sector-wise implementation of Up-skilling and Recognition of Prior Learning (RPL) training under DKKVY. The core scope includes:
- Mobilisation of eligible beneficiaries in Delhi, including candidates registered on e-Shram and other government portals.
- Delivery of RPL/up-skilling training in approved job roles under Khadi and village industry-related trades.
- Operation of training through existing facilities in NCT of Delhi; temporary skill camps may be opened for RPL training as permitted.
- Alignment of training with NSDC/MSDE/Sector Skill Council norms, including specified training hours and qualification pack requirements.
- Support for certification, beneficiary documentation, and compliance reporting.
- Facilitation of digital literacy, market linkage information, brand promotion awareness and e-commerce readiness.
- In Tailor Trade Sewing, support may include toolkit-related awareness, e-catalogue linkage and ONDC-related enablement as per DKVIB’s process.
- Submission of beneficiary details, training records, certification documents, stipend distribution proof and invoices as required by DKVIB.
- Signing of MoA/MoU with DKVIB after selection and submission of performance guarantee.

Beneficiary Eligibility
The scheme benefits are intended for eligible Delhi residents. Beneficiaries must generally meet the following conditions:
- Must be residents of Delhi for a minimum of five years.
- Must possess Aadhaar Card.
- May belong to General/SC/ST/OBC/Minority/Women/EWS/Disabled/PWD categories, subject to applicable self-certification/certificates.
- Should be registered through e-Shram, Common Service Centres, DKVIB website or other permitted registration channels.
- Must meet prescribed qualification and RPL requirements as per NSDC/MSDE/Sector Skill Council norms.
- Must be willing to participate in the Delhi Khadi Kaushal Vikas Yojna programme.
Bidder Eligibility Criteria
Eligible applicants may include registered societies, NGOs, trusts, autonomous bodies, private limited companies/firms and implementing partners engaged in skill training. Key eligibility requirements include:
- The agency must be incorporated/registered in India and active for at least 3 years.
- The agency should have continuous operations in NCT of Delhi for a minimum of 3 years from the proposal submission date.
- The applicant must have a state office/geographical presence in NCT of Delhi.
- The bidder must not be blacklisted by any donor agency, State Government, Central Government or PSU.
- The bidder must not have any pending legal case against DKVIB/GNCT of Delhi as on the tender date.
- Franchisee/subletting of training is not permitted.
- Temporary skill camps may be opened only for RPL training, as permitted under the RFP.
- The bidder must submit complete supporting documents in the prescribed annexure formats.

Minimum Experience Requirement
The RFP requires bidders to demonstrate relevant experience in skill development and RPL implementation. Key experience requirements include:
- Minimum 3 years of active operations in NCT Delhi.
- Experience of imparting or assessing up to/minimum 5,000 skill trainings/assessments as per MSDE cost norms during FY 2022-23, 2023-24 and 2024-25.
- Experience of around 4,000 customized skill trainings in Up-skilling/RPL or industry partner projects in relevant trades during FY 2022-23, 2023-24 and 2024-25.
- Experience in implementation/advisory services for Central/State Government skill development programmes with NSQF-aligned training, or relevant industry partner implementation.
- Experience in Delhi/NCR or with industry partners will be considered important for evaluation.
- Applicants must provide award letters, work orders, completion/partial completion certificates and CA-certified details wherever applicable.
Technical Evaluation
Only bidders qualifying the pre-qualification criteria will be evaluated technically. The RFP provides that:
- Technical evaluation is based on organizational capability, financial strength, training/assessment experience, RPL experience, geographical capability, training centres and trainer strength.
- Minimum 45 marks out of 70 in technical evaluation are required for PPT presentation eligibility.
- Bidders securing minimum 75 marks may be eligible for empanelment and allotment of work; however, empanelment/allotment is not automatic and remains subject to DKVIB’s discretion.
- Shortlisted bidders may be required to make a PowerPoint presentation of up to 15 minutes before the DKVIB committee.

Payment Milestones
The RFP indicates the following payment structure:
- For RPL, 50% advance may be released after the first batch of 45 candidates is registered, formed and approved by DKVIB, subject to submission of 5% performance guarantee.
- Stipend is to be released to participants at ₹400 per day as applicable under the RPL programme.
- Assessment fee is indicated at ₹900 per candidate.
- For Tailor Trade Sewing, e-catalogue-related fee may be handled separately as per DKVIB’s separate tender/finalized process.
- Balance training fee and applicable e-catalogue-related payment may be released after submission of bank proof showing stipend distribution, beneficiary details and invoice within the prescribed timeline after training completion.
- Food/lunch arrangements are mentioned separately and may be handled through a separate process/tender as decided by DKVIB.

Submission Guidelines
- Bids must be submitted online by registered bidders through the Delhi Government e-Procurement system.
- No manual tender submission will be accepted, except the hard copy of EMD/processing fee instruments as specified in the RFP.
- The bid process is based on a Technical Bid.
- Proposal documents must be submitted in English and in the prescribed annexure formats.
- All documents should be self-certified with date, seal and signature.
- The proposal must remain valid for 60 days from the closing date of submission.
- Bidders must not alter or modify bids after the submission deadline.
- Incomplete proposals, late submissions, missing EMD/processing fee, modified formats or false/misleading declarations may lead to rejection/disqualification.
- DKVIB reserves the right to inspect, verify and monitor documents, training centres, trainers, training material and implementation records.
