Scope of Work

The tender covers procurement and supply of Sea Bass Fish Feed and Aerators for the Demonstration Farm-cum-Training Centre, Enakhera, District Sri Muktsar Sahib. The selected bidder will be required to supply standard-quality goods as per the department’s specifications and purchase order requirements.

Item-Wise Requirement

Eligibility and Pre-Qualification Criteria

The tender is open to reputed authorized dealers and suppliers capable of supplying Sea Bass Fish Feed and Aerators as per the required specifications. Bidders must comply with the technical and documentation requirements specified in the tender.

Key Eligibility Requirements

1. Bidder should be an authorized distributor, dealer, or supplier.
2. Authorization certificate or certification from the Coastal Aquaculture Authority of India is required.
3. Bidder must provide valid tax registration details.
4. Bidder must provide PAN / income tax details.
5. Bidder must submit a technical compliance statement for the quoted items.
6. Product booklet containing desired specifications must be attached with the Technical Bid.
7. Each page of the tender document should be signed and serially numbered.
8. Corrections or overwriting, if any, must be duly attested by the bidder.

Financial Criteria

The tender document does not specify minimum average annual turnover, net worth, or mandatory minimum experience criteria. However, bidders must submit required statutory, financial, and banking details as part of the Technical Bid.

Tender Fee and EMD

The tender fee is ₹500, payable through online mode only. The EMD amount is ₹14,600, also payable through online mode. Bids submitted without the required EMD may be summarily rejected.

Important Dates and Deadlines

Submission Guidelines

Bidders must submit their bids online through eproc.punjab.gov.in. The bid must be submitted in two parts: Technical Bid and Financial Bid.

Technical Bid

The Technical Bid should include:

1. EMD payment details.
2. Documents establishing bidder eligibility.
3. Valid Sales Tax / GST / registration certificate.
4. PAN / income tax details.
5. Last three years income tax return details.
6. Authorization letter / manufacturer authorization.
7. Compliance statement against technical specifications.
8. Product booklet / technical literature.
9. Banker details including account number and IFSC code.
10. Duly filled Technical Bid form.
11. Signed and serially numbered tender document.

Financial Bid

The Financial Bid must contain item-wise rates quoted in the prescribed format. The financial bid will be considered only after evaluation of the Technical Bid.

Key Terms and Conditions

1. Supply must be made on F.O.R. basis at the consignee site.
2. Rates must be quoted as final and inclusive of applicable duties, freight, insurance, GST, and other charges.
3. No separate discount should be shown.
4. Goods must be supplied within the period mentioned in the purchase order.
5. The department may purchase quantities in instalments as per requirement.
6. Delayed supply may attract a penalty of 10% of the cost of materials/items.
7. The department reserves the right to accept or reject any tender in full or part without assigning reasons.
8. The department may increase or decrease purchase quantities based on requirement.
9. The Sea Bass Fish Feed and Aerators must be of standard quality.
10. The department may test feed quality at state/national level laboratories; testing cost will be borne by the supplier.
11. If supplied feed fails quality parameters, security may be forfeited and recovery proceedings may be initiated.
12. Refusal to supply during the culture period may lead to forfeiture of security, penalty, blacklisting, and legal action.
13. All disputes will be subject to the respective district jurisdiction in Punjab.
