Submission Guidelines
Bidders must submit their bids online through eproc.punjab.gov.in. The bid must be submitted in two parts: Technical Bid and Financial Bid.
Technical Bid
The Technical Bid should include:
- EMD payment details.
- Documents establishing bidder eligibility.
- Valid Sales Tax / GST / registration certificate.
- PAN / income tax details.
- Last three years income tax return details.
- Authorization letter / manufacturer authorization.
- Compliance statement against technical specifications.
- Product booklet / technical literature.
- Banker details including account number and IFSC code.
- Duly filled Technical Bid form.
- Signed and serially numbered tender document.
Financial Bid
The Financial Bid must contain item-wise rates quoted in the prescribed format. The financial bid will be considered only after evaluation of the Technical Bid.
Key Terms and Conditions
- Supply must be made on F.O.R. basis at the consignee site.
- Rates must be quoted as final and inclusive of applicable duties, freight, insurance, GST, and other charges.
- No separate discount should be shown.
- Goods must be supplied within the period mentioned in the purchase order.
- The department may purchase quantities in instalments as per requirement.
- Delayed supply may attract a penalty of 10% of the cost of materials/items.
- The department reserves the right to accept or reject any tender in full or part without assigning reasons.
- The department may increase or decrease purchase quantities based on requirement.
- The Sea Bass Fish Feed and Aerators must be of standard quality.
- The department may test feed quality at state/national level laboratories; testing cost will be borne by the supplier.
- If supplied feed fails quality parameters, security may be forfeited and recovery proceedings may be initiated.
- Refusal to supply during the culture period may lead to forfeiture of security, penalty, blacklisting, and legal action.
- All disputes will be subject to the respective district jurisdiction in Punjab.
