Scope of Work

The selected contractor will be responsible for providing food and refreshment services to trainees attending training programmes at Gramsevak Training Centre, Sindewahi and other training locations as required by the department.

The scope includes:

1. Providing tea/coffee in the morning and afternoon.
2. Providing breakfast for trainees.
3. Providing lunch and dinner for residential batches.
4. Providing food arrangements for regular residential training, RGSA residential training and RGSA/non-residential training.
5. Supplying meals as per the prescribed menu and time schedule.
6. Making food arrangements at training venues at district, taluka or Gram Panchayat level, wherever training programmes are conducted.
7. Maintaining cleanliness and hygiene in the dining area.
8. Ensuring adequate food quality and quantity as per trainee attendance.
9. Complying with all food safety and service-related requirements stated in the tender.

This is a catering and food service tender. It is not a software development tender and not a manpower outsourcing tender.

BOQ / Maximum Rate Details

Note: The BOQ is item-rate based. The tender notice does not mention a total estimated tender value.

Pre-Qualification and Eligibility Criteria

Bidders must meet the technical and documentary requirements specified in the tender. Key eligibility conditions include:

1. The bidder should have prior experience in providing food/catering services.
2. Experience certificate for previous food arrangement/catering work must be uploaded.
3. The bidder should have valid GST registration or submit a CA certificate where applicable.
4. PAN, Aadhaar and firm registration documents are required.
5. Income Tax Return for AY 2024–25 or previous assessment year must be submitted.
6. The bidder should not be blacklisted and must submit a self-declaration on ₹500 stamp paper.
7. Registration certificate from the Food and Drug Department is required.
8. The bidder must submit specifications/menu details for the proposed food arrangement as per tender terms.
9. Bidders must submit rates for both Regular Training and RGSA Training categories. Submission for only one category may lead to rejection.

Note: If the scheduled bid opening date is not workable, the technical bid may be opened on the next working day as per the competent authority’s decision.

Submission Guidelines

Bidders must submit the tender online through the Maharashtra e-Tender portal. The tender is to be submitted in two-bid/two-envelope format, covering technical and financial bids.

Important submission points:

• Tender must be submitted online through www.mahatenders.gov.in.
• Tender fee and EMD must be paid online.
• Payment receipt must be uploaded with the online tender.
• Technical and financial bids must be submitted as per the prescribed online format.
• BOQ template should not be modified or replaced.
• Bidders should enter only the required bidder name and quoted values in the BOQ.
• All supporting documents must be uploaded with the technical bid.
• Terms and conditions should be reviewed carefully before submission.
• The authority reserves the right to modify terms or cancel the tender process as per rules.

• Rates approved under the tender will remain valid for two years from the date of work order.
• The contractor must provide food and refreshments as per the prescribed timing and menu.
• Food should be supplied based on trainee attendance certified by the training authority.
• The contractor will be responsible for cleanliness and food quality.
• Complaints from trainees regarding food quality or service may lead to cancellation of the work order.
• Regular training programmes may continue throughout the year, while RGSA training may depend on government approvals and grant availability.
• The final decision in case of dispute will remain with the concerned authority.
