Scope of Work

The selected bidder will be responsible for end-to-end design, development, deployment, implementation, training and maintenance of an integrated digital platform for civil works management.

The system is expected to cover the complete lifecycle of civil works, including:

  1. Tender registration and work order upload
  2. BOQ upload and sanctioned value entry
  3. Fund allocation and scheme-wise fund tracking
  4. Digital measurement recording
  5. Running bill and final bill preparation
  6. Document compliance verification
  7. Multi-level technical, financial and administrative approvals
  8. NEFT / RTGS payment processing support
  9. Dashboard and MIS reporting
  10. User training, deployment support and maintenance

The solution must include a centralised database, role-based access control, secure document repository, backup architecture, data security framework and API integration capability.

Important Scope Clarification

The tender initially mentions mobile application development for field-level measurement entry, geo-tagging, time stamping and photo capture. However, a later technical modification clarifies that due to connectivity issues across district locations, mobile application deployment is not presently mandatory. District-level users will currently perform measurement entry, photograph upload, document upload and workflow processing through desktop or laptop systems available at district offices.

The system architecture must remain scalable so that a mobile application can be integrated in future if required by WBAICL.

Pre-Qualification Criteria

Interested bidders must be reputed and experienced software development firms, IT consultants or system integrators with relevant credentials in government or public sector projects.

The bidder must have:

  1. Minimum 5 years’ experience in software development
  2. Experience in similar software projects such as ERP, e-governance, workflow automation, mobile application, financial software or government software systems
  3. Successfully executed at least one similar project / work order in a single government organisation during the last 5 years
  4. Similar project value of minimum ₹1 crore
  5. Full-time technical personnel related to the required work
  6. Valid legal and statutory registrations

Joint ventures and consortia are not allowed.

Submission Guidelines

Bidders must submit both Technical Bid and Financial Bid online through the West Bengal e-Tender portal using a valid Digital Signature Certificate.

Key submission instructions:

  1. Tender documents must be downloaded from the official e-tender portal.
  2. Technical and financial bids must be submitted online before the closing date and time.
  3. All uploaded documents should be digitally signed, properly indexed and self-attested with seal.
  4. The bid must be submitted in English.
  5. No offline tender will be accepted.
  6. Conditional or incomplete bids will be rejected.
  7. Queries regarding tender terms, BOQ or other issues must be submitted on or before the pre-bid meeting.
  8. After the pre-bid meeting, no queries will be entertained.
  9. Financial bids of only technically qualified bidders will be opened.

Financial Bid Evaluation

The financial bid will include three components:

The L1 bidder will be determined using the formula:

The bidder with the lowest evaluated amount among technically qualified bidders will be considered for award of contract.

Training and Support Requirements

The selected bidder must provide training to:

  1. Head Office staff
  2. District staff
  3. Engineering officials
  4. Finance officials
  5. Administrative officials
  6. Junior Engineers, Assistant Engineers and Executive Engineers

Training must cover system operation, workflow approvals, billing process, payment workflow, mobile / desktop usage where applicable and troubleshooting procedures.

On-Site Manpower and Handholding Support

The successful bidder must deploy at least one full-time dedicated technical resource at the Head Office of WBAICL from project commencement. This resource must continue during development, testing, implementation, Go-Live and post-implementation support phases.

The resource will also continue for an additional period of two years after Go-Live.

The bidder must also provide online or on-site support at district offices wherever implementation activities are undertaken. All costs related to manpower deployment, travel, boarding, lodging, training, district visits and on-site implementation support must be included in the quoted rates.
