Scope of Work

The tender covers dry-docking and associated repair works of LPGC NANDA DEVI. The scope includes work items listed in the dry-docking repair specifications and the SRM Excel quotation format.

The indicative scope includes:

1. Dry-docking and safe berthing of the vessel.
2. Deck-side repair works.
3. Engine-side repair works.
4. Cargo-side repair works.
5. Steel renewal, hull works, blasting and painting.
6. Cargo tank examination and related LPG carrier repair activities.
7. Valve, pump, compressor, crane, winch, anchor-chain, firefighting and safety-related work items, as applicable under the repair specification.
8. Testing, trials, inspection, and certification support after repair works.
9. Additional or extra jobs only with prior approval of SCI’s attending superintendent.
10. Compliance with safety, ISPS, and no-asbestos requirements during the repair period.

SCI has reserved the right to review, reduce, delete, or adjust work scope during tender evaluation or execution. Any change in actual work quantity must be billed proportionately based on the quoted price.

Pre-Qualification / Eligibility Criteria

Eligible bidders should be shipyards capable of undertaking LPG carrier dry-docking and repair work. Bidders must confirm the following:

1. The yard can physically accommodate the vessel inside dry dock and at pier.
2. The yard has adequate manpower and resources to complete the repair project within quoted time and cost.
3. The yard has no labour, political, or legal issues that may affect timely completion.
4. The yard is financially sound and capable of providing required resources.
5. The yard will abide by agreed terms and conditions, including quoted cost and repair time.
6. The yard will not seek escalation of cost or time for the specified work scope.
7. If the bidder has multiple dry-dock or repair facilities, the exact facility proposed for the job must be clearly mentioned in the covering note.

Indian shipyards participating in the tender may be eligible for Right of First Refusal (RoFR) subject to technical acceptability, dock suitability, vessel dimensions, and delivery timelines.

Financial Criteria

The tender documents do not prescribe a specific minimum turnover or net worth amount. However, bidders must demonstrate financial capability and submit audited financial statements for the last three financial years.

Minimum Experience Requirement

A specific minimum number of years of experience is not stated. However, bidders must provide details of vessels dry-docked or repaired during the last one year, including quoted days and actual days taken for each vessel. This indicates that SCI will assess the yard’s practical dry-docking performance and delivery track record.

Submission Guidelines

Bidders must submit bids only through the SCI e-tendering portal. Offline quotations or bids submitted outside the portal will not be considered.

Important submission conditions:

1. Submit quotation only in SRM Excel format.
2. PDF quotation will not be accepted.
3. Quote the best maximum discount at the first submission stage; no later revision opportunity will be provided.
4. Discount must be quoted in percentage, not lump sum.
5. Discount must also apply to similar additional jobs arising during repair.
6. Repair period must be quoted in continuous running days, not working days.
7. Bar chart for major and critical jobs is mandatory.
8. The grand total price, total repair time, and validity date must be mentioned at the beginning of the quotation.
9. All items must be quoted without exclusions, deviations, or qualifying remarks.
10. Clarifications, if any, should normally be sought up to seven days before the due date.
11. Signed and stamped tender terms and conditions must be attached.
12. Signed and stamped Integrity Pact must be submitted with the technical offer.
13. Required declarations and documents must be attached as per SCI’s checklist.

Tender Fee and EMD
