Scope of Work

The selected contractor will be responsible for providing manpower services for Anti-Poaching Camp Watchers in the Rangayyanadurga Wildlife Range under Davanagere Division. The manpower will support wildlife protection, anti-poaching surveillance and field-level monitoring activities as per the requirements of the Karnataka Forest Department.

The scope includes:

1. Deployment of 12 anti-poaching camp watchers for the specified period.
2. Providing manpower across designated anti-poaching camps.
3. Ensuring timely payment of wages to deployed personnel.
4. Compliance with applicable labour laws, including PF, ESI and statutory obligations.
5. Maintaining service continuity for the full contract period.
6. Providing required manpower as per the department’s requisition and operational needs.
7. Ensuring compliance with all conditions stated in the tender notification and technical qualification criteria.

Pre-Qualification Criteria

Bidders must meet the following pre-qualification conditions:

1. The bidder must have previous experience in providing manpower services.
2. The bidder should enclose a certificate showing that a minimum of 50 employees were provided in previous years.
3. The bidder should submit proof of having handled outsourced manpower and wage-related statutory compliance.
4. The bidder must not be under any declaration of ineligibility for corrupt or fraudulent practices by the Government of Karnataka.
5. All documents required in the Technical Qualification Criteria document and Tender Notification must be uploaded with the technical bid.

Eligibility Criteria

Eligible bidders should satisfy the following conditions:

1. The bidder must be a legally registered firm, company, agency or eligible service provider.
2. The bidder must submit company registration documents.
3. The bidder must provide PAN and address proof.
4. The bidder must submit statutory registration and compliance documents including ESI and EPF.
5. The bidder must submit Income Tax Returns and GST Returns for the required financial years.
6. The bidder must ensure that Tender Processing Fee and EMD are credited to the respective receiving bank accounts of the e-Procurement portal before the bid submission deadline.
7. EMD payment through e-Payment mode should be made in a single transaction. Part payments may lead to rejection.
8. All tender notification terms and department conditions will be applicable.

Financial Criteria

The tender documents specify the following financial requirements:

Indicative solvency requirement: The document states 30% of the tender amount. If calculated on the estimated amount of ₹37,23,286, the indicative solvency value would be approximately ₹11.17 lakh. Bidders should verify the exact calculation on the tender portal before submission.
