Scope of Work

The tender is for repairing/overhauling of 400 kV EHV isolators and timing test/health check-up of circuit breakers at 400 kV Sub-Station, Moradabad.

The scope includes complete servicing and overhauling of the operating mechanism of 420 kV, 2000 Amp Standard EHV Isolators, including dismantling, linkage decoupling, opening of mechanism housing, hydraulic system servicing, oil draining, sludge removal, chemical cleaning, gasket replacement, hydraulic oil refilling, electrical/control component servicing, wiring testing, lubrication, alignment checks, manual/electrical operation trials, timing checks and final commissioning.
The circuit breaker work includes testing and health check-up of 420 kV and 245 kV circuit breakers, including control cabinet checking, auxiliary contact maintenance, indication/annunciation checks, anti-condensation system verification, mechanical lubrication, SF6 gas leakage/density monitoring, coil resistance testing, minimum pick-up voltage test, breaker timing measurement, pole discrepancy test, static contact resistance measurement and dynamic contact resistance measurement.

Pre-Qualification and Eligibility Criteria

Bidders should meet the following requirements:

  1. The bidder must not be under liquidation, court receivership, similar proceedings or bankruptcy, and must upload an undertaking to this effect.
  2. The service provider must have an office in the state of the consignee, and documentary evidence must be submitted.
  3. The bidder must submit proof of past project experience, such as contract copy with invoices, client execution certificate with contract value, or other supporting documents such as third-party inspection release notes.
  4. The tenderer must have prior experience in similar 400 kV substation works in UPPTCL or similar Government Transmission Utility.
  5. The tenderer must be registered with the Directorate of Electrical Safety, Government of Uttar Pradesh, as an A-Class Electrical Contractor. If expired, renewal application and fee receipt must be submitted, otherwise the price bid may not be opened.

Financial Criteria and Payment Terms

The bidder must quote rates strictly as per the price schedule. Quantities mentioned in the schedule are estimated and may vary by ±10%, while the quoted rates will remain applicable. If equipment is damaged due to contractor negligence, the cost will be recovered from the contractor’s bill. Additional security/performance guarantee in the form of FDR may be required if the tendered rate is below the estimated rate, as per the ATC.

Payment terms include 90% payment after submission of bills, while the balance 10% payment or FDR/CDR of 10% amount will be retained as performance guarantee and released after 6 months from completion, subject to satisfactory certification by JE/AE. Payment will be made through NEFT/RTGS, and Vendor ID on SAP is mandatory.
