- The NIT clearly provides the publishing date, pre-bid meeting date, bid closing date and technical opening schedule.
Scope of Work
- The tender scope includes the restoration of the complete fire fighting system at Uluberia Industrial Park to ensure smooth and functional operation. The selected contractor will also be required to provide satisfactory training to pump operators and conduct a mock drill test. The work must be completed within 30 days from the date of commencement/work order.
- The agency must carry out the work as per tender conditions, applicable specifications, safety requirements and instructions of the Engineer-in-Charge. The contractor is also responsible for using approved materials, maintaining safety norms, and ensuring proper execution at site.
Pre-Qualification Criteria
- Eligible bidders should be bonafide, reputed, reliable, experienced and resourceful contractors having requisite credentials in similar work or fire fighting related works as stated in the NIT.
The tender requires bidders to meet minimum eligibility conditions related to:
- Experience / Credential – similar nature completed work or related work during the last five years.
- Technical Capability – availability of required manpower, equipment and site execution capability.
- Financial Capacity – supported by audited financial documents, tax records and statutory registrations.
- Compliance Status – bidder should not be debarred or penalized by any Government department during the last five years.
- Joint Venture – not allowed for this tender.
The NIT also states that the eligibility of each bidder will be determined based on digitally signed documents supporting financial capacity, technical capability and experience/credentials.

- The completion certificate must include the name of work, client details, amount put to tender, commencement date, completion date and final bill value. Payment certificates alone will not be treated as valid credentials.
- Other eligibility conditions include valid GSTIN, PAN, Professional Tax documents, Income Tax Return, Tax Audited Report, trade license, and applicable company/partnership/co-operative society documents.

- The tender fee is non-refundable, and EMD refund for unsuccessful bidders will be processed as per the applicable Finance Department memorandum.
Submission Guidelines
- Bidders must submit both the Technical Bid and Financial Bid online through the West Bengal e-tendering system using a valid Digital Signature Certificate. The documents must be properly indexed, virus scanned and digitally signed.
- The financial proposal must be submitted through the BOQ, where the bidder is required to quote rates online. The NIT states that if there is any discrepancy between the unit rate and total amount in the BOQ, the unit rate quoted will prevail.
- The L1 bidder must submit hard copies of all uploaded documents and show originals for verification within three working days from the financial evaluation process at the WBIIDC office in Salt Lake City, Kolkata. Non-submission of documents for verification may lead to rejection.
